Duties & Responsibilities

Serves as the primary contractor point of contact with the Contracting Officer, Contracting Officer's Representative, and government task managers. Coordinates all work within the core requirements and ordered by task orders, and is responsible for overall contractor performance.

Duties involve the overall management, execution, and integration of multiple projects and groups of personnel and multiple locations. Establishes budgets, forecasts, manpower, equipment and supply needs for contract. Provides final approval of all major contract deliverables, organizing and staffing for contract execution; planning and tracking activities; planning and tracking budgets; development of program management-related deliverables; contract quality assurance; reviewing progress; identifying issues and taking corrective action; reporting status; attending senior level reviews; and communicating with the customer.


Required: Will be required to communicate with and brief the customer.

Program Management experience running a large support services contract with multiple subcontractors Experience with cost, schedule and performance as it relates to program execution. Program and Personnel Management Financial Management Risk Management Policies and AssessmentPreferred: Project Management Professional (PMP) or DAWIA III in Program Management.

Certified SCRUM Master or Project Management Institute (PMI) Agile Certified Practitioner Software Development management. Familiarity with land based testing. Conceptual knowledge of U.S.

Navy Combat Systems Systems Engineering process applied to software development. Foreign Military Sales (FMS) Familiarity

Learn more about this agency Responsibilities The incumbent will serve within the Program Management Organization will provide leadership, guidance, and analysis to facilitate the management of the various agency information technology-centric projects. Integrates work of multiple organizations to meet strategic goals and objectives and improve FAA, participates in strategic planning for the FAA, and make commitments for major organization. He/she will be responsible for leading projects and monitoring contractors in the development, test, integration, implementation, and sustainment of systems. Supervising program managers, analyzing and assessing program requirement stability, designing and conducting complex studies of proposed software applications, ensuring compliance to system requirements, assessing and integrating the program budget, analyzing project milestones and interdependencies across the portfolio, reviewing contractor deliverables and representing the Federal Aviation Administration at technical meetings, program reviews and conferences. The incumbent will assign work, establishes and monitors progress, and regularly briefs progress status to upper management. Provides leadership, promotes teamwork and collaborates with other Program Operations Directorate managers to ensure consistent communication of goals, objectives and improve Directorate business practices. The Program Manager typically reviews individual and organizational performance often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.
