Summary
The primary responsibility of the Program Manager shall be the complete and overall management of all personnel and quality control necessary to provide the Drug Demand Reduction Program services for a comprehensive specimen collection, packaging, and on-site management in support of the Air National Guard (ANG) Office of the Air Surgeon (NGB/SG). The ideal candidate will have strong interpersonal communication skills, a keen attention to detail, and the ability to work in a fast-paced environment.
Duties and Functions
Manage Loyal Source DDRP contract for ANG Installation Military and Civilian Drug Testing Programs to include all contract deliverables and the customer relationship
Ensure the performance of evidence-based outreach and prevention education activities are conducted IAW DoD/civilian regulations.
Ensure contract compliance with all subcontractors and staff.
Complete all required competencies and maintain skill level
Attend staff development programs and workshops
Perform Additional Duties as Requested
Serve as the main Point of Contact between the DDR Program and Human Resources/Recruitment personnel regarding job postings, applicants, new hires, discipline, Worker's Comp. Incidents, and ongoing personnel matters and questions and respond to inquiries within the same business day
Assist with conducting interviews of applicants to determine qualifications and right fit
Submit requests for Core & Non-Core Privileges and current credentialing forms to the COR or required Security Officer as needed
Oversees, coaches, recognizes, evaluates, disciplines and terminates employees that he/she is assigned to as applicable or on behalf of the program.
Education and Experience
Bachelor's degree or
5 years' experience in DoD or Civilian Drug Testing Programs or a combination of both
Preferred Requirements
Previous experience with The National Guard Bureau Surgeon General Directorate, Medical Operations Division Drug Demand Reduction Program

Knowledge of Drug Demand Reduction Program (DDRP) goals, principles, methods, and techniques for implementation and continued support of the DDRP to include knowledge of the possible effects of illicit drug usage and alcohol misuse on mission accomplishment and community life.
Knowledge of accepted training theories, methods, and techniques concerning group dynamics and of the techniques for facilitating groups, teaching classes, and making presentations.
Knowledge of the budget process, including developing, maintaining, and executing a budget.
Skill in using Air Force data bases and MS Office automation programs to produce data from various sources to define problem areas and focus corrective action.
Ability to communicate effectively with others, both orally and in writing, to manage DDRP personnel and subcontractor representatives
Knowledge of the conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures as related to drug testing specimen collect, packaging, inspecting, testing, and shipping.
Knowledge of Directives, Instructions, Command, and local policies governing military and civilian drug testing procedures.
Ability to collect data and safeguard confidential drug testing information
Position will require a Public Trust Background Investigation
