We are searching for a Program Manager at our Norfolk, VA location.

You will demonstrate success by:

  • Responsible for the successful execution and financial status of all programs and projects under their area of responsibility.

  • Provide guidance on day-to-day program management, contract set-up, program organization, and employee career development/improvement.

  • Maage area of responsiblity to ensure program budgets are achievalbe and meet or exceed financial expectations.

  • Provide financial forecasts of current and future programs.

  • Provide estimates and recommendations for internal investments in company capabilities.

  • Determine the quality, quantity, and labor category of personnel required to efficiently and effectively execute assigned programs and functions.

  • Interface with administrative and business functional directors/managers to ensure adequate resources to support contract and program requirements.

  • Provide recommendations and participate in bid/no-bid decisions; provides business development guidance as well as proposal planning and reviews.

  • Review program performance, and provide guidance to project managers and continually evaluate processes for improvement to ensure customer satisfaction, efficiency and effectiveness gains.

  • Monitor customer evaluations and responses and recommends actions for company improvement.

  • Routinely meet with Senior Program Manager to perform internal program reviews.

  • Regularly interface with the customer to ensure we are capturing the voice of the customer.

  • Bachelor's Degree from an accredited four (4) year college or university AND ten (10) years' direct experience in program management in ship repair, alteration or modernization type programs as a subcontractor or prime contractor. OR

  • A two (2) year associates degree with 15 years direct experience in program management in ship repair, alteration or modernization type programs as a subcontractor or prime contractor. OR

  • No degree with 20 years direct experience in program management in ship repair, alteration or modernization type programs as a subcontractor or prime contractor.

  • Experience in Management of complex military technical programs supporting operations.

  • Must have experience managing the financial and technical aspects of government programs.

  • Government contracting is desired and candidate must have an understanding of various contracting vehicles (FFP, Cost Plus and all variants, T&M) as a prime government contractor and subcontractor.

  • U.S. Navy ship modernization and repair including workingknowledge of NAVSEA Standard Iteas and 9090.310 series is required.

  • Must have skills in using desktop PCs and office applications such as Microsoft Office, including Word, Excel, PowerPoint and Project.

  • Understanding of Earned Value Management (EVM) a plus.

  • MUST be able to obtain a Secret Clearance.

The program serves multiple international customers and requires coordination of program requirements across planning stages with several subcontractors. Program involves established technologies that require the application of advanced principles, theories, concepts, and techniques to provide solutions to a variety of technical problems. Requires coordination of technologies across program requirements. Duties and Responsibilities Responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion. Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program. Develops and monitors program plan including time and cost estimates. Ensures project outputs are delivered on schedule and within funding. Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications. Prioritizes workload and determines staffing levels and any adjustments in staffing. Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities. Reviews reports and briefings prepared by technical staff for quality. Leads technical discussions for project reviews. Prepares and delivers formal briefings. Ensures that appropriate training is delivered to program staff. Establishes and maintains effective relationships with customer and other outside agencies. Acts as primary customer contact for program activities. Regularly meets with and updates the customer on project status. Leads program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands business with the customer. Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participates in negotiating contract and contract changes. Complies with quality assurance and security procedures in the performance of duties.
