The Program Manager III will be in support of the National Center for Disaster Medicine and Public Health (NCDMPH), a center of the Uniformed Services University of the Health Sciences (USU) in Bethesda, MD. The Program Manager III will oversee the Joint Disaster Medicine and Public Health Ecosystem, which consists of over 20 academic and industry partners and a multitude of disparate projects in support of the overarching Ecosystem. This position strategically guides the work of assigned staff and Ecosystem partners and oversees and coordinates all actions related to budget and accounting, contracts, personnel management, and purchasing. The incumbent will work on problems of moderate scope, applying an intermediate level understanding of organizational objectives, budgeting processes, technical quality, and project management principles.

NCDMPH was established under the Homeland Security Presidential Directive 21 (HSPD 21) in October 2007 to be "…an academic center of excellence in disaster medicine and public health…." The mission of the National Center is to improve the Nation's disaster health readiness through education and science. NCDMPH is a unique organization with five Federal agency founding partners: Department of Health and Human Services (HHS), Department of Defense (DoD), Department of Homeland Security (DHS), Department of Transportation (DOT), and Department of Veterans Affairs (VA). NCDMPH's existence as a Federal organization, but located within an academic institution, the Uniformed Services University of the Health Sciences (USU), positions it as a bridge between these spheres. The unique structure and position make NCDMPH especially suited to meet its critical readiness mission.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership, and project management teams).

  • Establish and maintain effective working relationships on matters of mutual interest. Track and report on scientific and business progress and outcomes.

  • Manage key program elements, including but not limited to scientific goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.

  • Work with the Uniformed Services University's Offices of Sponsored Programs, Budget, and Acquisition to develop and route project packages for approval and coordinate with HJF's Subcontracts team in executing base agreements with Ecosystem partners.

  • Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.

  • Support and participate in planning, creation, and submission of technical and business proposals and agreements.

Qualifications

Education and Experience

  • Bachelor's degree required; Master's degree preferred. Business Administration, Public Health, or Social Sciences field of study preferred.

  • Minimum of 9-10 years experience required.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Required Knowledge, Skills and Abilities

  • In-depth knowledge of federal budget processes and fundamental principles of project management

  • Solid interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems

  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines

  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software

  • Prior experience in public health or disaster medicine

  • Demonstrated ability to design, develop, and evaluate scientific approach and technical quality of projects as well as relate and prioritize projects relative to strategic goals

Work Environment

  • This position will take place primarily in a office setting.

Security Requirements: U.S. Citizenship required; Ability to obtain and maintain a T3 Secret Clearance.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
