About the Position

This is a continuous recruitment and will remain open until filled. This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time throughout the County.

The chosen candidate for this role will be responsible for supporting the plan check and review of erosion and sediment control plans. They will also manage and update databases and permit tracking systems to ensure compliance with construction stormwater regulations and to track post-construction stormwater control measures.

Additionally, they will assist department staff with stormwater permitting compliance and conflict resolution. Moreover, the selected candidate will play a key role in creating and disseminating educational materials to staff, permit applicants, and professionals within the construction industry to support the County's comprehensive stormwater management program. This position necessitates the management of multiple ongoing projects and the ability to deliver excellent customer service to applicants.

Effective July 1, 2024, the compensation for this position will increase by 2.50%. This is a bargained across the board increase for this job classification.

The Ideal Candidate

The ideal candidate for this position should exhibit the following qualities: Currently registered in California as a Qualified Stormwater Pollution Prevention Plan Developer (QSD) and Qualified SWPP Practitioner (QSP) with at least two years of experience in construction stormwater management.

Preferably, they would hold a Qualified Industrial Stormwater Practitioner (QISP) certification. The role necessitates expertise in developing and reviewing erosion and sediment control plans, as well as implementing stormwater Best Management Practices (BMPs) in practical settings. Moreover, the ideal candidate will demonstrate proficiency in enforcing Construction General Permit requirements on active construction sites and delivering education and training to site operators.

Education and Experience

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Program Manager I: Graduation from an accredited four-year college or university with a bachelor's degree in a program related field. In addition, two years performing supervisory, administrative, analytical or fiscal work in a program related field.

Program Manager II:One year of experience equivalent to Program Manager I.

Licenses and Certificates

Certain positions within this classification may require specialized licensure. When such licensure is required, it will be required at the time of application and must be maintained throughout employment. Required licensure will be listed in the job announcement.

In addition: Certain positions within this classification may require driving. When driving is an essential function of the position a valid CALIFORNIA driver's license will be required at the time of appointment and must be maintained throughout employment.
