Job Description and Duties

The County/State Liaison Office (C/SLO) is recruiting to fill one (1) Program Manager II position located in Sacramento.

Under the general direction of the Director (CEA) who serves as the County/State Liaison Officer, the incumbent has the overall responsibility for the Emergency Management Program and is responsible for efforts to prepare for, mitigate, respond to, and recover from issues related to emergencies and disasters that impact food and agriculture in California. The incumbent provides expert consultative services to managers and supervisors regarding emerging and ongoing emergency threats and concerns; drafts and prepares reports; and makes recommendations to management. The incumbent will also oversee the activities of the Department's Health and Safety Program by directing the development and implementation of policies to mitigate safety risks in the workplace and maintain a healthy work environment.

Duties include but are not limited to:

  • Oversee and prioritize all aspects of the Emergency Medical Program (EMAN) as it relates to the responsibilities outlined in the California Emergency Support Function 11 Food and Agriculture Annex (CA-ESF 11). Support and coordinate State level activities of its stakeholders in the mission to protect life and property within California. CA-ESF 11 is made up of stakeholders that include State and local departments as well as non-governmental organizations working with Federal departments, County and Tribal agencies.

  • Facilitate the organization and operation of the (CA-ESF 11) activities for the department. Address emergencies involving food contamination, plant and animal agriculture, and animals to ensure actions and resources are effectively and efficiently coordinated during all phases of emergency management to uphold the mission of protecting life and property within the State of California.

  • Assess and develop objectives, multi-year plans, and the formulation and implementation of emergency management response processes and procedures.

  • Independently provide the overall day-to-day supervision and management of staff, including but not limited to; hiring, developing expectations, observing, coaching, training, evaluating, recognizing, and counseling staff as it relates to progressive discipline.

  • Oversee the development of processes, procedures, training and updates of all strategic plans related to emergency management.

  • Respond to natural disasters impacting food and agriculture in the State and provide statewide oversight using the SEMS and ICS on CA-ESF 11 activities such as representing CDFA at the CalOES State Operation Center (SOC) activations, providing subject matter expertise, coordinating CA-ESF 11 resources for local governments, work alongside Federal ESF 11 and other ESF department/agencies to find solutions relevant to the current disaster or emergency.

  • Provide staff support during emergencies for SOC activations and field operations to ensure appropriate resources are provided.

  • Lead/participate in the development of Department emergency management policies to ensure compliance with departmental policy, State fair labor standards, existing legislative mandates, and State and Federal laws, rules, and regulations to include but not limited to review of current trends in emergency management and keep abreast of national and State policy to ensure program direction is consistent. While working alongside CalOES and other State, Federal, County and Tribal Communities.

  • Oversee the development, maintenance, modification, and implementation of new or existing policies related to the health and safety program to ensure compliance with State and Federal laws, mandates, and regulations.

Working Conditions

The duties of this position are mostly conducted indoors in an office building. The office is accessible through an entrance from the street, lobby, and hallway. An elevator and a stairway provide access to the fourth floor of the building and restrooms are accessible in the hallway next to the work area.

The incumbent's workspace is a cubicle, in close proximity to other staff. The cubicle is equipped with lighting, modular-type furniture (work surfaces, file drawers, and cabinets), a docking station, and a computer monitor and mouse.

The employee will be provided with a cellphone and charger and a laptop with various Windows-based programs including email and internet. Indoor activities include standard office equipment such as a copier, calculator, fax, printer, and access to office supplies.

The incumbent may occasionally be required to work outside, under difficult conditions, and will be provided with adequate personal protective equipment when working in a non-standard office environment. The incumbent may encounter confrontational, unfriendly, or irate individuals, exposure to heavy machinery, high levels of noise, and steep and uneven terrain. The incumbent may be required to stand for extended periods of time and be exposed to potential allergens.

The incumbent may travel by way of a vehicle or other modes of transportation to various California locations on short notice for extended periods of time (including nights, weekends, and holidays) for meetings, training, and events as well as during the activation of an emergency/disaster. A valid driver's license is required.

During emergency response periods, duties may require working long shifts beyond the normal work hours that will require overtime. The incumbent is subject to 24-hour on-call in the event of an emergency and must be able to respond to a disaster assignment on short notice. In addition, the PM II must be willing to monitor a cellular device and respond to electronic mail and phone calls 24/7, including holidays, during a disaster situation.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information

The County/State Liaison Office (C/SLO), under the Executive Office, provides a communication link between the California Department of Food and Agriculture (CDFA) and the County Agricultural Commissioners and Sealers Association to ensure the uniform application of programs mandated by relevant regulations and works cooperatively on issues of mutual interest, including but not limited to: emerging threats and challenges affecting agriculture, environmental issues, program delivery, natural disaster status, and needs, cooperative agreements, and budget issues. The C/SLO oversees the administration of qualification exams and issues licenses to successful candidates for Agricultural Commissioner, Sealer of Weights and Measures, and subordinate classifications. This licensing process is required by State statute and is in place to ensure effective and equitable interaction between county staff, regulated industries, and the public.

Special Requirements

In addition to the Standard State Application (STD.678), all interested applicants must submit a Statement of Qualifications (SOQ). The SOQ is comprised of four factors which address how each applicants education, training, experience, and skills qualify them for the position. The SOQ also serves as documentation of each applicants ability to present information in a clear and concise manner.

Form 700

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.

The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
