Under general direction, to plan, organize, direct and control the activities and/or staff of a County program.
This program manager position manages supportive housing programs, including Rapid Rehousing (RRH) Programs, serving unhoused and chronically unhoused individuals and families. The PM II coordinates and manages the work of staff, consultants, service providers, and other partners to ensure successful implementation of housing programs. In addition, this position will prepare and present written reports, recommend system changes to improve programs serving the unhoused population, and maintain relationships with nonprofit organizations, subsidy administrators, County departments, and other stakeholders.
The Supportive Housing System serves over 1,500 households in RRH programs annually. The County manages at least 15 RRH programs. For the majority of RRH programs, the rental assistance is tenant-based and can be utilized anywhere in the County. In 2023, the first affordable housing developments with units set aside for households in RRH programs opened. The PM II is responsible for managing CBOs providing supportive services and rental assistance, as well as coordinating with the developer and property management for these properties to ensure individuals and families in RRH programs obtain and maintain stable housing.
In addition to meeting the employment standards for Program Manager II, a qualified candidate must possess experience in the management of permanent or temporary housing programs focused on serving the unhoused population and at least one of the following areas:
Leading, communicating with, receiving input from, and directing a diverse group of stakeholders to make system-level change; and/or
Managing contracts or budgets utilizing government funding, including but not limited to US Department of Housing and Urban Development (HUD), US Department of Health and Human Services (HHS), State of California Housing and Community Development, or funding from local jurisdictions.
Plans, organizes and directs a County program that provides direct service to the public or other agencies;
Sufficient education, training and experience to demonstrate the possession and direct application of the following knowledge and abilities.
Training and Experience Note: The required knowledge and abilities are typically attained through training and experience equivalent to possession of a Bachelor's degree. Relevant experience can substitute for education on a year-for-year basis. Relevant experience includes experience performing analytical, administrative, lead, supervisory, or management duties, which include interpreting rules and regulations, gathering data and formulating recommendations, and report writing.
AND
Five (5) years of analytical, administrative, lead, supervisory or management experience which includes duties interpreting rules and regulations, gathering data and formulating recommendations, and report writing; two (2) years of which must be at the journey level.
A Master's degree can substitute for one (1) year of the required experience.
