JOB DESCRIPTION: Program Manager II The IT Program Manager II (PgM II) is accountable for the program objectives and takes appropriate action to insure obligations are met.

They are an advocate for change while addressing and motivating the team through organizational stress driven by ambiguity. They employ best practices and insuring the program team is aware of alternative approaches. The PgM II is expected to work autonomously and have minimal interaction with HR/Project Leader with regards to program management methodology.

When collaborating, the expectation is an awareness of items that will have an unexpected project outcome and provide recommendations to insure there are minimal impacts to timelines. PgM II's are assigned to complex initiatives of significant scope, organizational impact and budget. They are expected to contribute to the continuous improvement of the project management lifecycle methodology.

ESSENTIAL FUNCTIONS: Manages the program management principles.

Has a demonstrated and proven background in program management principles, techniques and best practices. Directs and leads multi-faceted Project Managers whom oversee other team members and Coordinators as they prepare and manage documentation, deliverables, milestones, resources, schedules, and budgets. Requires demonstrated ability to launch and deliver a program(s) comprised of multiple complex projects as well as provide support for corporate Initiatives.

Maintain clear communication with clients regarding mutual expectations. Proactively assure needs of clients are being met. Not required to have HR responsibilities.


QUALIFICATONS: 5+ years of project management experience. Leadership experience managing cross functional teams.

Collaborating with director level management and key stakeholders. Bachelor's degree preferred or equivalent work

  • Project Management Professional (PMP) Certification preferred

OTHER SKILLS AND ABILITIES: Must have working knowledge of Microsoft Excel, Visio, PowerPoint, Microsoft Project & Word Information Systems knowledge (software, hardware, network) Systems thinking (understanding of the architectural system components, business processes and applications to minimize the impact of changes in software, hardware or network.

Demonstrate the ability to launch and deliver programs comprised of multiple complex projects as well as provide support for corporate initiatives. Must be able to manage business sponsor relationships and navigate political landscape. Business function understanding of Finance and Accounting principles in relation to budgeting, purchasing and analyzing financial results. Job Summary Reporting to the VP, New Hospital Planning and, Activation, this position is responsible for leading critical aspects of workflow improvement, user groups, and activation process for the new hospital. The proposed new UCSF Helen Diller Medical Center at Parnassus Heights is a state-of-the-art, 21st-century hospital designed and equipped to provide an unsurpassed level of care for patients. The new hospital will enable UCSF to relocate inpatient care, currently at Moffitt Hospital, by 2030 and meet the state's seismic requirements. The hospital will be a key part of UCSF Health, a growing regional health system that includes UCSF Medical Center, the top-ranked hospital in California and among the top five nationally, according to U.S. News & World Report. The new hospital will be embedded within a campus that includes leading clinicians and scientists focused on translating discoveries into treatments and cures. UCSF Helen Diller Medical Center will be part of a planned broader revitalization of the Parnassus Heights campus that also will modernize facilities supporting our research and education priorities. The project budget is estimated at the time to be $1.5 - $2 Billion, with a project completion date of 2029. The complexity of the project cannot be overstated. The new UCSF Helen Diller Medical Center at Parnassus Heights is an atypical healthcare project requiring intensive coordination of highly complex constituencies and key stakeholders in the hospital, community, and Campus. This role reports to the VP of New Hospital Planning and will cover key meetings and decisions as needed in the event of absence. Participates in the selection of the project team(s) including architects, contractors, and consultants. Position leads assigned user groups designed to ensure maximum user input into the new hospital build and design process. This position assumes a leadership role during, testing, fit-up, and, transition planning at the point of activation and move-in. Expertly manages conflicts, disputes, and difficult issues arising from the user groups and planning meetings. Works independently to successfully manage complex dynamics while maintaining a high level of professionalism, and the healthy engagement of all constituents. Analyzes and synthesizes and incorporates vast amounts of data, information, input, and feedback into the design of the new hospital, while maintaining the demands of the budget and timeline. Collaborates with all levels of the project team in the ICDC and the hospital to ensure smooth communication and timely project completion. The incumbent must demonstrate mastery in relationship building with all key stakeholders (physicians, staff, and community). Ability to maintain an objective viewpoint, while retaining the ability to guide various groups, as well as make well-informed, critical and timely decisions as needed Independently uses and applies wide-ranging experience and proficiency in organizational development, effectiveness, business process analysis and strategic planning on projects that involve multiple organizations and stakeholders. Uses advanced organizational development professional concepts and organizational objectives to resolve complex organizational development, design and effectiveness issues. Regularly works on highly complex issues of strategic engagements where analysis of circumstances and information requires an in-depth evaluation of factors.
