The Program Manager is accountable for the scope, planning, cost/resources, monitoring, control, schedule, and closeout of assigned engineering product development and modification projects. Responsible for the management of one or more projects, including driving the new product introduction process. Assignments will be to specific projects that are defined and controlled by in-house or customer directed specifications. Effectiveness is primarily evaluated through project success measured by accomplishment of cost , schedule milestones, and overall quality. Secondary measurement of performance is through conferences, reports and review of accomplishments. This position requires an advanced working knowledge of program management requirements and techniques in an engineering product development environment. Efficient application requires good communication skills and exceptional ability to lead and interact with people. The Microwave Technology Program Manager is the key POC for the customer driving satisfaction and is responsible for meeting the financial performance for the development, production, and/or support phases of assigned program(s).
Responsible for overall life-of-the program successful financial performance. Generates and directs program plan, assuring that Cost/Scope/Schedule is met and resources necessary to achieve this constraint are appropriately identified and communicated.
Directs the IPT which includes: purchasing, engineering quality assurance, manufacturing, and administrative functional areas to resolve technical or administrative issues with timely, effective corrective actions.
Leads IPT in identifying, quantifying and mitigating risk. Monitors overall performance during all phases of the program and develops and implements corrective action and recovery plans as required.
Manages the customer relationship and perception setting, maintains customer satisfaction, assures that scope is managed appropriately and contract changes are secured where appropriate. Conduct technical analysis to validate designs, including but not limited to: trait studies, product design, system/component integration, mathematical modeling, reliability analysis, and development.
Responsible for development and execution of subcontract management, supported by assigned team members from Supply Chain and Contracts.
Understands the customer Contracts and SOW to ensure conformance to customer requirements
May mentor and direct other program management staff.
5+ years relevant work experience
Bachelor degree in Engineering, Sciences, or Other Related Program Field required.
Demonstrated experience in program management in on a DOD 5000.1 and 2 program. Working knowledge of FAR.
Training in PMI (Project Management Institute) methodology, PMP (Project Management Professional) certification desirable and/ or Six Sigma Blackbelt certification
Earned Value Management skills a PLUS
Strong Project Management skills, including experience in development efforts and re-engineering activities
Strong problem-solving/decision making skills
Project management skills to manage resources, schedules, budgets and make technical business decisions
Effective teaming - Interacts with internal and external personnel on matters often requiring coordination between organizations.
Excellent written and verbal communication skills and demonstrated ability to communicate at all levels, internal/external, technical/non-technical
Proficient in MS Office and MS Project
