Summary

Responsible for overseeing the

City of Denton'sgrantand alternative fundingprogram and operations, includingbut not limited to-, identifying and pursuing funding and resources fornew services and/or programs, , and existing and proposed programs and/or services. Managegrant activitiesdevelops budgets, collaborates on grant applications with internal and external stakeholders, andensuresexisting grants meet applicable processing, compliance and required reporting guidelines.

DUTIES

  • Oversee and monitor the financial and operational activities for the grant programs, including but not limited to Monitors the financial management of grants (e.g. budget preparation, budget adjustments, expenditures, and reimbursement requests to ensure compliance with all program and funding guidelines for grants awarded to the City and by the City.

  • Ensure grant compliance for all Federal, State, and Local statues, laws and regulation requirements; work with the internal and external stakeholders to achieve compliance and/or withholds funding if necessary, to facilitate compliance.

  • notify leadership immediately of non-compliance issues and provide action plan to address compliance.

  • Evaluate grant program, conduct research on best practices and develop forms, processes, procedures, and policies to implement a consistent and compliance grant application methodology; manage and address administrative problems and/or budget changes occurring during the awarded granting period.

  • Research community needs and potential Federal, State and Local grant and funding opportunities for current and proposed services, programs, and administrative operations; aligns funding sources with City Council priorities and stay abreast of changes in funding requirements.

  • Research and implement funding strategies that support organizational goals and objectives; collaborate with internal stakeholders to include complete a complex cost-of-services analysis with implementing Federal and State loan resources.

  • Monitor proposals and funding application requirements to maximize resources provided by the successful awarding of City of Denton grant funds.

  • Organize and lead internal staff committee meetings, as needed; collaborate with internal and external stakeholders for the purpose of securing funding to maintain and enhance services and/or programs and improve operations.

  • Oversee the provision ofadministrative support to the Council-appointed Committee(s); recommend funding for activities designed to meet community development strategies, develop the budgets, and assist in presenting information to City Council.

  • Compile and maintaingrantprogram data for the City of Denton

  • Oversee the Hotel Occupancy Tax and Sponsorship funds including but not limited to remit quarterly payments, manage, and update annual applications and contracts, and provide appropriate funding reports to internal and external stakeholders.

  • Investigate citizen, customer, staff and council concerns, researches issues involved, consults pertinent internal departments, analyzes and shares findings, coordinates and facilitates action taken by departments when necessary, presents concepts, status, and reports (e.g. funding requests, grant applications, identifying prioritized services, etc.) with the general public for identification of service needs and addresses concern with appropriate written, verbal or in-person follow-up on behalf of the City.

  • Attend meetings and interacts with the public,Federal and State Agencies, State and Local Officials,service groups and businesses.

  • Represent the City of Denton at civic, community, City Council, city staff meetings, as appropriate; prepare material and make formal presentations when requested.

SUPERVISORY/BUDGET RESPONSIBILITIES

  • Select,train,supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.

  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Bachelor's Degree from an accredited college or university in Finance, Business Administration, Public Administration, or related field; and,
  • Five (5) years' experience in grants management, contract management and monitoring, grant proposal writing, cost-of-service analysis and rate setting, or related field; and,
  • One (1) year of management or supervisory experience,

OR

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

REQUIRED SKILLS/ABILITIES

  • Knowledge of appropriate Federal, State, and Local Government laws and ordinances.

  • Knowledge of City of Denton policies, procedures, mission, and goals.

  • Knowledge of find accounting, Federal and State funding, rate setting, cost-of-service evaluation, create of long-term financial forecasts and planning.

  • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.

  • Skill at the intermediate level with Microsoft Office 365 and other software systems necessary to complete work.

  • Skill in performing complicated mathematical and statistical calculations on large data sets with accuracy.

  • Skill in data analysis, development of strategic plans, problem solving and action plan execution.

  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.

  • Ability to analyze, understand and communicate complex financial reports.

  • Ability to maintain strong interpersonal relationships with internal and external stakeholders.

  • Ability to support controversial positions, negotiation of sensitive issues and/or important presentations with customers, citizens and co-workers while maintaining poise.

  • Ability to communicate effectively, both oral and written forms, in a variety of circumstances using appropriate tone and appearance for the situation, and to listen intently to other points of view.

  • Ability to perform all job duties in a manner that is consistent with the City of Denton's core values.

  • Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
