Job Description:

The HST Border Security Business Area has a senior leadership opportunity in a large program supporting the U.S. Customs and Border Protection. The Program Manager will be responsible for all aspects of a large IT support contract including program planning, delivery, contract administration, managing customer relationships, financial performance, technical, personnel management (including building a high performing team), and administrative matters of a large IDIQ Contract and Task Orders. This DHS program affords a significant opportunity for transformational leadership, supporting one of the Government's largest agencies.

Key Responsibilities

  • Serves as the key leader and program representative, engaging with senior customer officials and GDIT senior leaders on all aspects of program performance

  • Sets the program strategy in partnership with the customer - leads the team through transformation and fulfillment of the strategy

  • Participates as the program representative in senior client meetings

  • Manages, directs, and allocates resources to ensure on-time delivery of top-quality managed services

  • Works with key stakeholders to resolve all scope and schedule issues

  • Manages processes and procedures (improving as needed) to ensure all contract requirements are met, including customer billing, staffing, and security

  • Manages program financials and leads related program performance reviews

  • Ensures all contract deliverables are met and that GDIT exceeds the customers' expectations

Required Skills / Experience

  • Minimum a Bachelor's Degree or 20 years of experience

  • Experience delivering IT Managed Services for use by a large-scale government agency, including managing SLAs and related financials

  • Exceptional communication skills with extensive experience talking with SES-level government officials and C-level corporate personnel

  • Candidate must have a PMP, ITIL Expert, and ISO 20000 certifications, cloud security certification is highly desired

  • 15 years of experience managing IT infrastructure programs of increasing complexity

  • Broad and high-level technical skills including infrastructure strategy, design, transition, operations, Cloud services, continuous improvement,

  • Possesses strong strategic planning and organizational skills, including the ability to layout, articulate and implement a large-scale program strategy

  • Proven experience managing commercial cloud services or resell including AWS or Azure

  • Ability to manage and lead a large team, including driving high performance and ensuring highly motivated and cohesive teams

  • Ability to be flexible, make quick decisions, and seamlessly navigate risks and ambiguity while effectively navigating a dynamic project environment

  • Possesses strong consulting and customer service skills and ability to establish good relationships with internal and external stakeholders

  • Must be a U.S. Citizen

Desired Skills / Experience

  • Master's Degree

  • Experience with large-scale hybrid cloud transformation and architectures, including delivering hybrid cloud managed services

  • Strong understanding of National Security customers, including DoD, IC agencies and DHS

The Program Manager will oversee an indefinite delivery, indefinite quantity (IDIQ) in support of the National Institutes of Health (NIH) and is responsible for the overall performance objectives, contract deliverables, quality control (QC), and the placement of qualified personnel on the contract. The Program Manager will serve as the authorized point of contact with the customer and shall ensure contract compliance and satisfactory performance.</p><p><strong>Typical responsibilities include</strong></p><ul> <li>Responsible for overall success of all tasks being performed under the IDIQ.</li> <li>Manage multiple task orders (TOs)/projects and provide oversight and guidance with optimal and efficient resource management.</li> <li>Develop, implement, and perform all program and project management processes for multiple diverse, complex workstreams.</li> <li>Develop, recommend for approval, manage, maintain, update, and adhere to project schedules, estimates, and ensure budgets and are complete, realistic, and completely meet program goals. </li> <li>Update the project schedules monthly with percentage of work completed, schedule date changes, or other schedule changes as requested by the customer. </li> <li>Ensure scope, cost, schedule milestones, and performance metrics are met or exceeded.</li> <li>Assess, monitor, mitigate, and resolve overall IDIQ and TO risks and issues.</li> <li>Ensure all contract deliverables are provided to the customer and approved per the requirements of the IDIQ and individual TOs.</li> <li>Meet as requested with the Contracting Officers Representative (COR) to discuss task areas and any problems; and, to determine future tasks to be undertaken, meetings to be attended, and persons to be contacted on a weekly basis. </li> <li>Document all customer meetings by providing a formal recap of any risks identified in the meeting, issues discussed in the meeting, the decisions rendered and the action items for each meeting member to address immediately following each meeting.</li> <li>Lead and oversee strategic planning for IDIQ and TOs and provide guidance to project teams.</li> <li>Lead and mentor Project Managers and team members. </li> <li>Ensure constant and proactive communication with customers, Project Managers, team members, and subcontractors to actively mitigate any issues or concerns.</li> <li>Coordinate knowledge sharing across IDIQ TOs and identify and gain efficiencies among staff and customers.</li> <li>Promote and encourage a “one team” attitude at all levels internally and externally.</li> <li>Provide program, project, and operational status updates as required by the government.</li> <li>Design, develop, and deploy program and project management dashboards and related tools. </li> <li>Prepare monthly status reports.</li> <li>Prepare meeting agendas, minutes, briefings, speeches, papers, letters, manuals, job aids, or other documents at the request of the customer. </li> <li>Attend relevant planning meetings, teleconferences, conferences, and forums as requested by the customer. </li> <li>Develop and submit a written report on an annual basis detailing the work that has been accomplished. </li> <li>Initiate, support, and participate in negotiations with prospective customers.</li> <li>Lead and manage the overall TO proposal development process from pre-proposal phase through post-proposal phase of task orders.</li> <li>Responsible for overall profit, loss, and successful execution of IDIQ and all TOs.</li> </ul><p><strong>Requirements</strong></p><ul> <li>Bachelor’s degree in Management, Business, or related field. </li> <li>10+ years of progressive experience in program and project management.</li> <li>5+ years of relevant experience in program management performing tasks such as staffing, budgeting, scheduling, and client interaction</li> <li>Experience in a scientific research or clinical environment or a Federal agency.</li> <li>Project Management Professional (PMP) certification preferred.</li> <li>Experience in management and direction of large, cross-functional technical teams</li> <li>Strong customer service and interpersonal skills.</li> <li>Excellent problem-solving and analytical abilities.</li> <li>Strong attention to detail and ability to maintain proactive communication.</li> <li>Ability to balance customer needs and level set expectations based on resource capacity.</li> <li>Ability to manage dynamic deadlines and adaptability to shifting priorities.</li> <li>Excellent presentation and communication skills in both oral and written form.</li> <li>Demonstrated ability to effectively coordinate and collaborate across multiple diverse, complex workstreams and multi-agency stakeholders</li> <li>Must be eligible to obtain a Public Trust clearance.<br> </li> </ul><p><strong>Benefits</strong></p><p><em>Perks of working at NetImpact Strategies:</em></p><ul> <li>Your health comes first – we offer comprehensive medical, dental, &amp;
