Job Description

The Program Manager will drive the development and management of assigned programs and oversees the program budget and staffing requirements to ensure the NAU Seven Generation Research & Service Program (SGR) meets detailed objectives. The NAU Tribal Consultation policy implements and supplements Arizona Board of Regents ("ABOR") Policy 1-118, which requires good faith consultation with federally recognized Native American tribes regarding proposed research, initiatives, agreements, programs, policies, or other activities that may have foreseeable implications for tribes or their individual members. Northern Arizona University respects and acknowledges the culture, traditions, beliefs, governance processes, tribal laws, codes, regulations, and protocols of the sovereign tribes and is committed to fulfilling this important obligation. The University will work to ensure that all members of its community or those acting under its auspices comply with all applicable tribal laws, codes, and regulations. The Program Manager will assist the University's Tribal Liaison, the Vice President for Native American Initiatives, to review and approve all proposed University projects, programs, or initiatives with foreseeable implications for the tribes or members of a tribe.

Analysis of Proposals, Projects, Programs or Initiatives

  • 40%
  • Manages all consultation intake with students, staff and faculty. Completes analysis of proposals, projects, programs or initiatives. Researches and writes analysis for review. Manages the Tribal Consultation program with creativity, leadership and vision.

Training and Policy

  • 20%
  • Develops and implements trainings on Tribal Consultation via webinars; research, write and develop trainings via PowerPoint, short videos, white papers, training materials and other mechanisms for students, staff and faculty.

  • Develops and assists with the development and implementation of policies and procedures consistent with those of the organization as well as Tribal, state and federal regulations to ensure efficient operation of the program/project.

Public Speaking

  • 10%
  • Conducts public speaking at any time to discuss the Seven Generation Research and Service Program and related topics both in-person or on-line.

  • Serves as the leader of trainings, webinars, and any time when called upon.

Supervision

  • 10%
  • Supervises a Graduate Assistant; duties include hiring, training, maintaining timesheets, assigning appropriate work, monitoring, reviewing work, maintaining healthy morale, and managing any conflict resolution issues.

Database Management

  • 5%
  • Manages OnBase database system including meeting with the NAU ITS staff to troubleshoot or change aspects of the database.

Collaboration

  • 5%
  • Collaborates with Tribal Nations and their departments to research processes and apply them accurately. Understanding Tribal sovereignty and cultural protocols is required.

Reporting and Record Keeping

  • 5%
  • Prepares monthly program reports and budget reports.

  • Develops, implements, and maintains record keeping systems and procedures; gathers data, compiles information, and prepares reports for Tribal Liaison.

Other

  • 5%
  • Performs other duties as assigned. Always willing to assist with activities at the Office of Native American Initiatives.

Minimum Qualifications

  • Bachelor's degree in related field.

  • 2-4 years of relevant experience.

  • 1-2 years of project management experience.

  • Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications

  • 1-2 years' experience working with Tribal Nations.
  • 1-2 years' experience working with faculty, staff and students.
  • 1-2 years Knowledge of Tribal Consultation process.

Driving Requirement

Driving a vehicle on behalf of the university is anticipated as part of this position. Arizona Administrative Code Fleet Safety Policy requires all employees who drive on university business become authorized by submitting Driver's license information for driving record monitoring, and completion of training appropriate to the level of driving performed. The law applies to all faculty, staff, and students who drive personal or university-owned motorized vehicles for any business purpose. Background Information

Northern Arizona University requires satisfactory results for the following: a criminal background investigation, an employment history verification and a degree verification (in some cases) prior to employment. You may also be required to complete a fingerprint background check. Additionally, as an employer in the state of Arizona, NAU is required to participate in the federal E-Verify program that assists employers with verifying new employees' right to work in the United States. Finally, each year Northern Arizona University releases an Annual Security Report. The report is a result of a federal law known as the Clery Act. The report includes Clery reportable crime statistics for the three most recent completed calendar years and discloses procedures, practices and programs NAU uses to keep students and employees safe including how to report crimes or other emergencies occurring on campus. In addition, the Fire Safety Report is combined with the Annual Security Report for the NAU Flagstaff Mountain Campus as this campus has on-campus student housing. This report discloses fire safety policies and procedures related to on-campus student housing and statistics for fires that occurred in those facilities. Salary

Salary range begins at $65,000. Annual salary commensurate with candidate's qualifications and related experience.

FLSA Status

This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and therefore will not earn overtime or compensatory time for additional time worked.

Benefits

This is a Service Professional (SPF) position. NAU offers an excellent benefit package including generous health, dental and vision insurance; participation in the Arizona State Retirement System or the Optional Retirement Program; 22 days of vacation and 10 holidays per year; and tuition reduction for employees and qualified dependents. Service Professionals are hired on a contract basis, renewable each 6 months according to terms of the Conditions of Professional Service. Employees offered a position will be eligible for state health plans (including NAU's BCBS Plan). New employees are eligible for benefits on the first day of the pay period following their enrollment, after their employment date. Employees will have 31 days from their start date to enroll in benefits. If a new employee chooses the ASRS retirement option, participation in the Arizona State Retirement System, and the long-term disability coverage that accompanies it, will begin on the first of the pay period following 6 months after the new employee's start date. New employees who choose to participate in the Optional Retirement Plan (ORP), which is an alternative to the ASRS plan for faculty and other appointed staff, will begin to participate on the first day of the pay period following election. Additionally, the long-term disability plan that accompanies the ORP will begin on the first day of the pay period following election.
