Summary

About the Position: You will serve as Project Manager of Laboratory Personnel Demonstration Project (Lab Demo) with the DEVCOM Data and Analysis (DAC) Center G-1 Human Resources office.

The DAC is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The pay band DJ-04 Category 1 is equal to the former GS-14 up to step 10.

Responsibilities

  • As the Project Manager of the Laboratory Personnel Demonstration Project (Lab Demo), serve as the organization?s POC for the request for Science and Technology Reinvention Laboratory status and propose, develop and define the Lab Demo system.

  • Plan, develop, and issue definitive implementation guidance, policies, procedures, and milestones relevant to the Lab Demo based on interpretation of broad programmatic guidance from the organization as well as the agency.

  • Provide higher headquarter policy makers with authoritative information and analyses on a wide range of issues related to the Lab Demo.

  • Prepare a variety of narrative and statistical reports on program status, identifies weaknesses and problem areas that impact program goals and recommends appropriate course of action.

  • Develop responses to a variety of reports and prepares requests for exceptions to existing policies with substantiating justifications as required.

  • Develop new approaches to organization-wide HR challenges.

  • Provide advisory and consulting services in personnel management policy to all levels of the organization management.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience DJ-301-04: One year of specialized experience which includes 1) Representing your organization at DoD or Service level meetings involving Science and Technology Reinvention Laboratory personnel matters; 2) Developing Laboratory Demonstration project program policies, methodologies, and procedures to accomplish mission requirements and objectives to include preparing Federal Register Notice language; and 3) Analyzing human resources data, processes and procedures and make recommendations for improvement in business operations and workflows throughout the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-13 or above).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13 or above).
