DESCRIPTION

The Program Manager, Equipment Planning oversees the Equipment Planning Program under the supervision of the Director of Facilities Planning. The Program Manager, Equipment Planning will lead the Equipment Planning Team as well as establish, implement and manage the capital equipment and capital asset management programs. The Program Manager works with service lines across the institution to understand and develop multi-year capital equipment plans as develop and manage the Equipment Planning Team. An ideal candidate has a background in healthcare planning and/or equipment planning and experience developing long range strategic plans. The Program Manager, Equipment Planning assists the institution in identifying and prioritizing capital equipment needs as well as working with others within the Facilities Division to define total project costs, project schedules and program resource requirements. The Program Manager will work with the Equipment Planning Team, Finance, and the Facilities Division to develop and implement a yearly capital equipment request process.

Key Responsibilities:

  • Establish and maintain a capital equipment program plan that includes vision, program strategy, long range business plan and alignment with strategies that advance organization objectives.

  • Ensure the program plan is accomplished through actions, plans, metrics, resources, and timelines needed to execute the program.

  • Ensure that end users, suppliers/partners, and team members are aligned on the expectations for the program.

  • Ensures existing processes support high levels of performance while continuously reviewing and refining those processes to make additional improvements.

  • Establish clear roles between the program and supporting functional organizations, including responsibility to ensure that the program is equipped with the staffing levels and skill mix needed to successfully execute its commitments.

  • Document and baseline an integrated plan and schedule including all significant program milestones, reviews, and deliverables; Identify critical path, analyze float, and manage schedule margins. Effectively manage performance at all levels.

  • Objectively assess, measure, and analyze program work accomplishment, cost, and schedule performance to plan.

  • Implements, oversees, and continuously improves systems, processes, and standard work to drive the successful management of operations.

  • Develops and communicates goals, strategies, project plans, timelines, and performance metrics to staff.

  • Facilitates effective communication across the enterprise. Builds, develops, and grows business relationships with stakeholders and vendors.

  • Supports professional growth of direct reports through identification of learning needs, designing developmental plans, and facilitating learning opportunities. Coaches, mentors, and motivates direct reports to meet business unit program goals.

  • Resolves difficult or complex problems / situations related to professional work in the development, revision, refinement and / or amplification of long-range development plans.

MINIMUM QUALIFICATIONS

  • 11 years of related experience, education/training, OR a Bachelor's degree in related area plus Seven (7) years of related experience/training.

  • Advanced Microsoft Office and project manager software skills.

  • Expert project planning skills to effectively manage highly complex, multiphase projects or specialized critical project components within an occupied academic medical center.

  • Expert knowledge of federal, state, and local laws, and regulations governing planning, building design and construction, including but not limited to, TJC, HCAi, NFPA and CDPH requirements.

  • Expert understanding of industry practices and / or highly specialized discipline such as sustainability, mechanical engineering, landscape architecture or infrastructure.

  • Expert financial skills to prepare, monitor and manage detailed project budgets, evaluate cost estimates, and review and approve payment requests.

  • Expert skill in advising and consulting with senior leaders, interdisciplinary stakeholders, design professionals and construction contractors.

  • Expert skill in promoting, advancing and implementing programs within area of expertise.

  • Expert skill in building, maintaining and nurturing strong professional relationships.

PREFERRED QUALIFICATIONS

  • Certification in Project Management, Program Management, Lean Six Sigma and/or Change Management.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $124,400 - $243,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $59.58 - $116.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
