  • THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION. Candidate is required to have a primary duty station at any of the listed VISN 6 VA Medical Centers and must live within 50 miles of the station.*

Duties include but are not limited to:

  • The incumbent serves as the Program Manager for the Environment of Care (EOC) program.

  • Plan, develop, administer and operate a Network Environment of Care program and to establish guidelines and criteria to control or eliminate serious hazards in healthcare facilities and research laboratories.

  • Serves as principal advisor on EOC program areas to the Deputy Network Director, VISN Logistics, VISN Bio-Medical Engineering, and VISN Capital Asset Manager.

  • Assists Network Leadership in developing annual performance goals for each medical center for inclusion in the Network performance contract.

  • Serves as the EOC Regional Performance Logic Rounding Center Application coordinator and technical expert.

  • Develops VISN Environment of Care program goals and objectives through the application of specialized evaluation methodologies, including Performance Logic Environment of Care data collection, Department of Labor Injury and Illness statistics (i.e., eCOMP), Annual Workplace Evaluations (AWE), survey readiness results, external program reviews, and other sources.

  • Uses database generated Dashboards to present to Executive Leadership and oversees the sharing of best practices with VISN 6.

  • Works with management and leadership to generate appropriate corrective actions and responses to internal and external audit findings.

  • Provides consultative services to facility program officials during external reviews and audits.

  • Coordinates monthly meetings with facility Environment of Care program officials to facilitate compliance reviews, training opportunities and consultation.

  • Serves as the Network representative on VHA National Professional Advisory Groups (PAG) related to the Environment of Care.

  • Lead for Joint Commission accredited organization's compliance with Environment of Care (EC) and Life Safety (LS) standards and Elements of Performance.

  • Serves as the Chairperson for the VISN 6 Environment of Care committee.

  • This position may require travel up to 25% of the time to VISN 6 catchment area site visits and/or potential travel to trainings and/or conferences may occur.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/25/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

GS-13:

Specialized Experience: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSAs) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serves as program manager and principal advisor on a Network program; ensures the efficient performance and oversight of the program; responsibility to manage, analyze, assess and evaluate all aspects of a program; provides program guidance to Senior Network Management and reviews Network performance for conformance with criteria, and compliance with policies and procedures; conducts data collection, monitors and trends the data for analysis of program performance; uses database generated Dashboards to present to Executive Leadership; provides advisory and consultative services to operating or management officials on all topics related to the program; conducts site visits and virtual audits to validate effectiveness of the program; coordinate the various regulatory requirements for a program; coordinates and facilitates compliance reviews and program accreditation; develops program goals and objectives; serves as the Chairperson for the Network program committee.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some physical effort may occasional be required (such as bending, climbing stairs and ladders, and walking during site surveys). Work is usually performed in an office setting, although there may be occasional exposure to industrial hazards during walk through surveys that are conducted as part of a larger study or annual evaluation of the Environment of Care programs at various medical centers.
