Serves as a Program Manager for a contract administration/support division providing expert advice and analysis of contract program activities for the wider organization, including lateral external directorates.

Responsibilities

  • Primary duties involve administration, interpretation, evaluation, development, and implementation of regulations and policy and the appropriate research, decision-making, and management of contract administration/support program operations.

  • Provides administrative management of program segments covering contracts, quality control, and related projects.

  • Provides project goals, objectives, policies, and other guidelines.

  • Interprets existing policy and ensures its uniform application, develops new policies and guidelines for associated programs/program segments, and evaluates and coordinates national healthcare policies and related administrative activities.

  • Facilitates management of planning, development, coordination, execution, analysis, and reporting of administrative contract administration/support program policy and other administrative activities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Physical Requirements:The work is primarily sedentary, although occasional walking, stooping, bending, reaching, and carrying loads weighing up to 20 pounds is required. No special physical demands are required to perform the work.

Summary of Position: The Program Manager leads the successful delivery and fulfillment of assigned program(s) and/or custom products to Pearson customers adhering to the principles of the Project Management Institute's (PMI) Project Management Body of Knowledge (PMBOK). Typically, a Program Manager will have the responsibilities of a single assessment program, a portion of a very large complex program, or two or more small programs. This includes the coordinated management of multiple related projects, and in many cases, ongoing operations which are directed toward a common objective. They are also responsible for managing program staff activities, who support the delivery of the program. The Program Manager is accountable for meeting the cost, quality, and schedule expectations of the program and achieving outstanding customer satisfaction. Duties and Responsibilities: Customer Relationship Management * Establish and maintain positive and productive relationships with internal resources and external customers.
