Summary

About the Position: Serves as the Business System Program Manager for the Mississippi Valley Division (MVD). Serves as the Lead Quality Manager, Knowledge Manager, and Business Process Improvement (BPI) subject-matter expert and regional technical specialist.

This position will be located in Vicksburg, MS and will allow for situational telework only. This position is NOT eligible for Full time telework.

Responsibilities

  • Responsible for implementing new programs for Business Process Improvement (BPI).

  • Responsible for exercising knowledge, judgment, and imagination in assessing and understanding situations critical to improve or enhance current services.

  • Leads and directs a multidisciplinary team, consisting of Division and District administrative, technical experts and management, to plan, implement and monitor status of implementation and compliance with the QMP.

  • Identifies the level of risk for programs, projects and products associated with compliance with the QMP and recommends appropriate degree of modifications and changes necessary for an effective quality program.

  • Develops and maintains a quality management system that conforms to the latest ISO standards, integrates Engineering, Construction and Project Management processes that ensure specific quality performance goals.

  • Assists Program and Project Delivery Teams in preparing and implementing program and project specific quality management plan, quality assurance plans and quality control plans.

  • Develops and manages metrics based on customer feedback and manages systems to document and evaluate results of adherence to quality management programs.

  • Serves as team leader responsible for leading and developing corporate business processes.

  • Serves as a process and team facilitator for the formulation and development of primary and alternative plans, policies and milestones to move the division ahead as an integrated business unit.

  • Serves as the senior Process Improvement and quality management expert regarding Lean Six Sigma for the Division.

  • Identifies the Division?s most critical processes in need of improvement and leads various CPI projects.

  • Researches and develops process/system improvements to increase networking and leveraging of capabilities across the business center.

  • Plans and develops strategy for major agency programs in Knowledge Management.

Occasional travel - Business travel may be up to 20% annually.

Specialized experience for the GS-13 is defined as: (1) streamlining processes and utilizing improvement tools to execute improvements; (2)implement strategies and serve as a facilitator or team member in conducting measurement and assessment of quality and process improvements within organizations; (3) serve on, facilitate, or lead groups utilizing continuous improvement methodologies to provide input to a solution or conclusion; (4) apply and communicate various tools and methodologies of production systems, work processes, organizational patterns and quality controls as they relate to organizational strategic initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.

Specialized experience for the GS-14 is defined as: (1) statistical processes and analytic techniques to design strategies and conduct measurement and assessment of quality and process improvement within organizations; (2) lead groups, facilitate discussion and provide structure needed to reach a conclusions; (3) Plan, develop, and apply various tools and methodologies of production systems, work processes, organizational patterns and quality controls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.
