Summary
This position is located in the office of the Assistant Administrator
Telecommunications, Rural Development
Rural Utilities Service (Loan Origination and Approval Division). This position is responsible for the coordination and execution of the program with respect to loans, grants, operations and management. It also has administrative oversight to an Engineering Branch.

Responsibilities
Participates in the development of overall plans, policies and procedures as relates to the administration and delivery of the program. Establishes goals, objectives, develops long range planning as relates to present and future program management.
Maintains strong working interpersonal relationships and avoid potential technical, legal or other conflicts in the development and delivery of program operations.
Development of overall plans, policies and procedures as relates to the administration and delivery of the Telecommunications Program.
Oversees the work of the division; advise higher level ranking officials; provide advice on administrative matters; develop performance standards and evaluate subordinate supervisors and serve as reviewer for subordinate supervisor's evaluations.

You must be a US Citizen or US National.
Males born after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one year probationary period, unless previously served.
Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-15 level: Applicants must possess (1) year of specialized experience equivalent to at least the next lower grade level; or it's non-Federal equivalent that demonstrates: Establishing goals and objectives in connection with prospective changes in functions and programs; reviewing and evaluating the effectiveness of existing policies and practices; Managing the development and maintenance of accountability and tracking systems. Planning and assigning work to subordinates, developing performance standards, and conducting subordinate employee performance reviews; Providing guidance and direction to staff relating to both work as well as administrative matters; and identifying methods to improve production and promote team building.
