The Program Manager Commercial will lead the strategy, development, capture, and execution of environmental projects targeting the commercial market sector.

We are currently seeking a PM-Commercial with extensive experience in environmental services, such as evaluation and management of potential environmental liabilities; site investigation, risk assessment, remediation, and construction management; compliance and permitting; RCRA, CERCLA, CWA and NEPA support; property redevelopment; and communication and negotiation with federal, state and local regulatory agencies.


  • Develop and implement growth strategies to increase profitability for a broad range of integrated services including planning, site investigation, risk assessment, remediation, construction, and construction management services for commercial market sector clients.

  • Lead the identification and prioritization of pursuits and secure commercial projects in the United States.

  • Develop strategic joint venture partnerships for major commercial projects and leverage client relationships to identify prospective partnerships.

  • Closely monitor industry activities within the commercial market sector and contribute information and knowledge to the company's leadership team to anticipate and respond to industry trends.

  • Assemble and lead teams to prepare cost proposals and to effectively and efficiently complete projects on time and within budget and regulatory guidelines.

  • Maintain a high level of direct participation in preparing proposals, managing individual projects, and performing technical work as necessary to maintain an acceptable balance of sales and utilization (utilization target will be dependent on sales volume).


  • 15+ years of experience in environmental consulting services with at least ten years of experience in program/project management, business development, and strategic planning focused on the commercial market sector.

  • Professional registration, i.e. Professional Engineer (PE), Professional Geologist (PG) is preferred. PMP Certification a plus.

  • This position may be located in any major city in the Eastern US while supporting the business unit headquartered in Pittsburgh, PA.


BS degree in engineering, science or a related technical field is required. Advanced degree is preferred.

CB's 1,800 bankers serve approximately 18,000 clients nationally, including corporations, municipalities, financial institutions and not-for-profit entities, with annual revenue generally ranging from $20 million to $2 billion, and nearly 36,000 real estate clients, owners and investors. CB is the third largest commercial bank in the U.S., with over $200 billion in loans and $180 billion in deposits. In 2018, CB generated revenue and earnings of $9.1 billion and $4.2 billion, respectively. CB processes payments in the trillions of dollars weekly, mostly wire and ACH, though CB clients use multiple payment channels. Team Overview The CB Global Services Fraud function is responsible for designing and delivering the strategies to protect both the firm and its clients from losses covering all products and channels. Within this function, the Analytics team will be driving the decision strategies to optimize fraud prevention and client experience measured against a set of KPI's. Our clients make a substantial volume of payments covering significant values, all of which can be attacked by external parties. Managing internal fraud losses is also within the remit of the team. The responsibilities for the Fraud Strategy Future Threats Lead will include: * Identification of new and emerging threats * Keeping up to date with new and emerging technologies to protect the firm and clients from losses * Ensure all new products and services have been assessed for fraud risks and appropriate controls are included to mitigate risks identified * Ensuring compliance of fraud policies and controls with Governance and Change Control procedure * Engage with industry peers to ensure awareness of attack vectors Key specific accountabilities: * Build robust fraud control framework for new capabilities balancing the requirements for control and customer experience at the optimal level * Keep update knowledge of latest fraud attack vectors and design processes and controls to mitigate the risk * Work with product partners to ensure new products are fully evaluated to mitigate fraud risk with appropriate controls * Support Strategic Fraud initiatives or Bank-wide initiatives outlined by the business in relation with fraud strategy and policy rules Stakeholder management and leadership: * Engage with Senior Management on areas of fraud future threats and drive changes to mitigate the risk. * Participate in bank-wide projects and interact with external vendor as representative of Fraud Risk Management team. * Demonstrate ability to influence senior stakeholders to drive a strong control environment.
