ASRC Federal is seeking a Program Manager in anticipation of favorable award a contract supporting the USPTO in Alexandria, VA.
Oversees all aspects of work performed under the task order; and ensures that tasks and subtasks within Task Orders (TOs) are assigned to appropriate staff, and that work is completed in accordance with the requirements of the contract and the respective TO SOW. The Project Manager oversees the planning, implementation, and tracking of a specific short-term project which has a beginning, an end, and specified deliverables. The Project Manager performs a wide range of duties including some or all of the following:
Plan the project: Define the scope; create a detailed work plan which identifies and sequences the activities needed to successfully complete the project; determine the resources (time, money, equipment, etc.); develop a schedule for project completion; and determine the objectives and measures upon which the project will be evaluated at its completion.
Staff the project: recruit, interview, and select contractor staff with appropriate skills for the project activities; manage project staff; and ensure that all project personnel receive an appropriate orientation to the organization and the project.
Implement the project: Execute the project according to the project plan; document project activities; monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project. Establish a communication schedule to update stakeholders; and review the quality of the work completed.
Control the project: Write reports; communicate with funders as outlined in funding agreements; monitor all budgeted project expenditures; and prepare financial reports and supporting documentation for funders as outlined in funding agreements.
Evaluate the project: Ensure that the project deliverables are on time, within budget and at the required level of quality.
Subject Matter Expertise: Provide insight and experience to support project related tasks, as needed including trainings, participation in meetings.
Qualified candidates will have a knowledge of information-related sciences as demonstrated by a Master's degree in Library/Information Science, or a Master's degree in a field relevant to the Project being implemented, such as computer science, environmental science, business administration, public policy, or other technical field relevant to the project.
9 + years' experience managing an effort similar in size.
Hands-on experience in the operation of information or records centers and/or libraries is preferred and will be evaluated favorably.
PMP Certification may be substituted for the Master's Degree or 2 years of experience
