Purpose and Scope:

The Program Manager (PM) is responsible for several contracts which provide Counter-Improvised Explosive Device (C-IED) and Counter-Weapons of Mass Destruction (C-WMD) training for law enforcement and military customers. The PM manages business operations, to include leading a small team of full-time employees plus subcontractors and maintains a 20-acre training facility. Additionally, the PM acts as the principal trainer responsible for delivering realistic, high-quality training tailored to the mission and training objectives of each client entity.

Essential Responsibilities:

Perform contract management for C-IED/C-WMD projects, providing specified services within the scope of each contract and managing labor, material, and facility resources to achieve corporate goals. This includes estimating, monitoring, and tracking expenditures.

Ensure all work and client training activities are conducted in accordance with the Amentum site safety plan, applicable regulations, and best practices. Facilitate customer training at the individual and team level for public safety bomb technicians and military Explosive Ordnance Disposal (EOD) operators. This includes conceiving realistic scenarios based upon real-world events, current threat doctrine, or potential threats related to evolving technologies.

Lead the Woodford team in designing and delivering inert IED training aids (IEDTA) ranging from simple, open (uncontained) devices to large scale problems integrated into vehicles, buildings, and shipping containers. Establish standards for IEDTA fabrication which meet client expectations for realism, function, and reliability. Live explosives are not provided, handled or included in the training aides built on the current contracts.

Customer organizations may decide to add those materials separately, on their own terms. Understand the operational mission set and standard tactics, techniques, and procedures (TTP) for each customer entity to ensure training design and execution contribute to maintaining and enhancing the skillsets of members with respect to abilities for safely conducting operations. Perform technical design, estimating, and initial pricing of projects in accordance with Request for Proposal/Quote received from current and prospective customers.

Coordinate and monitor project setup with internal corporate partners including Contract Management, Pricing, Finance/Accounts Payable, and Global Supply Chain Management. Interface with representatives of departments above (para 6) as well as Environmental Health & Safety, Security, and Human Resources/Talent Management, as necessary, to ensure compliance with standards with regard to personnel and facilities. Maintain staffing within budgetary constraints, maximizing productivity and capacity for fabrication of training products and conduct of training across the program.

Supervise staff, prioritizing workload and guiding technical aspects of training aid production as well as conduct of training. Manage work schedules, performance evaluations, and ensure employees conform to corporate practices and policies as well as regulations stipulated in customer contracts. Design and build IEDTA, including small and large inert devices for training.

This includes the ability to build working electrical circuits and replicate explosive fusing and firing systems in a variety of containers and delivery modalities; examples are common household and office items, shipping crates and containers, passenger and larger vehicles, and sheds. Proficiency in material selection and the use of common shop tools is required. Office and business operations require ability to perform record keeping, email communication, reporting, and processing of information with common network-supported computer software such as the Microsoft Office Suite (Word, Excel, and PowerPoint), Adobe, SharePoint and other Amentum business software.

Minimum Position Knowledge, Skills, and Abilities required:

Graduate of Naval School Explosive Ordnance Disposal or FBI Hazardous Devices School AND a minimum of FIVE years assigned to an operational law enforcement, fire, or military unit responsible for IED/WMD response; or minimum TEN years of experience conducting counter-IED training to military/law enforcement EOD units, including construction of IEDTA. Must be able to obtain and maintain a TOP SECRET clearance.

Demonstrated understanding of government contracts, operations management, and leadership of a business unit, including budget management. Demonstrated ability in electronics, carpentry, metal working, and small-scale fabrication and ability to supervise others in IEDTA fabrication. Demonstrated knowledge of industry safety standards, protocols and best practices for facility maintenance, material handling, warehouse storage, fabrication tools equipment and machinery.

Must be able to conduct risk assessments, determine risk levels, apply mitigation and incorporate into the site safety plan. Contract related travel within the US is normal at approximately six weeks per year.

Work Environment, Physical Demands, and Mental Demands:

Work is performed at a dedicated Amentum site in Woodford, Virginia consisting of approximately 20 acres and including office and workshop spaces, a training yard with small buildings and vehicles, and wooded areas. The shop environment is moderately lighted, heated and ventilated, with noise from using tools in close places and hazards of moving vehicles such as forklifts within the workspace.

While performing the duties of this job, the employee is regularly required to stand; use hands to touch, handle, or feel; and talk or hear. The employee frequently is required to walk; reach with hands and arms; and stoop, kneel, crouch, or crawl and work in tiring and uncomfortable positions. The employee is occasionally required to sit, climb or balance.

Frequently lifts items weighing up to 50 pounds. The employee is frequently exposed to moving mechanical parts, extreme heat, and vibration. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles; outside weather conditions; extreme cold; and risk of electrical shock.

The noise level in the work environment is usually loud or may include challenging conditions. Personal Protective Equipment (PPE) is required and provided.
