Job Summary

Amentum is seeking a Program Manager in support of the Department of Homeland Defense (DHS), Science and Technology (S&T), Mission Capability Support's (MCS) requirement for Countering-Unmanned System Threats (C-UST) program.

Successful candidate will lead a team of project managers, systems and test engineers, subject matter experts, program analysts, and technology transition professionals who identify, develop, demonstrate, and assess technologies and concepts to satisfy DHS Component (e.g., U.S. Coast Guard (USCG), Customs and Border Protection (CBP), and Immigration and Customs Enforcement (ICE)) Research and Development (R&D) operational priorities. Assist DHS S&T MCS to facilitate rapid technology development and transition within the DHS through discovery and demonstration of advanced and emerging technology concepts and works with interagency, international, industry, and academia to facilitate the timely satisfaction of validated priority operational needs. Focus on countering emerging air, land, maritime, space, and cyber threats; enhancing interoperability and extending the life of existing systems; and affordably enabling new capabilities to be responsive to current and emergent needs. A background in Counter Unmanned Systems is strongly desired.

Specific tasking may include:

  • Working under the supervision of a senior PM or above demonstrates and provides project leadership in their area of responsibility.

  • Identify potential project problems or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.

  • Ensure development and adherence to the project Work Breakdown Structure, Asset Management, and Workflow Management elements.

  • Expand the Project Execution Plan for subsequent phases (Project Initiation, Project Execution, Construction, etc.) and communicates and coordinates the implementation of the enhancements with the project team.

  • Establish track and report status against key performance indicators or contractual metrics on a routine basis.

  • Participate in the establishment of project organizational structure in support of proposal efforts.

  • Demonstrate command of the schedule goals, key milestones, and approach to the work embodied in the schedule.

  • Ensure that a firm scope-based schedule baseline is established and properly resourced.

  • Manage performance and progress against the plan and ensures accurate forecasts with commensurate action plans.

  • Review, report and manage key performance measures defined within the contract. Implements corrective measures when measures are outside service levels or bandwidths.

  • Consistently meet or improve upon the established schedule goals in their area of responsibility.

  • Establish annual operating budgets in cooperation with customer, business manager or group financial department.

  • Provide accurate monthly forecasts of cost, schedule, and resource utilization.

  • Work with Business Development to increase scope of services on existing contracts.

  • Support BD, and Group management in Contract negotiations with customers.

  • May serve as the proposal manager of a medium sized project.

  • Support or conduct formal presentations to clients and/or management

Minimum Requirements

  • Possess an active SECRET security clearance with ability to upgrade to a TS/SCI clearance.

  • Possess experience in managing total project cost, schedule and technical performance.

  • Possess a master's degree and at least 15 years of experience relating to DHS and/or DoD and major systems or programs.

  • Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required.

  • Position will require travel (~25%).

Preferred Qualifications

  • Project Management Professional (PMP) certification is recommended.

  • Possess an active SECRET security clearance with ability to upgrade to a TS/SCI clearance.

Learn more about this agency Responsibilities Position is located within Aviation Safety (AVS) organization, Office of Quality, Integration and Executive Services (AQS), Finance and Budget Division (AQS-400). Position is responsible for the oversight and management of the Finance & Budget Division (AQS-400) and serves as the sole authority and advisor for all AVS-wide budget matters. The Director's role and responsibilities include the following: Directs the work subordinate employees and/or managers for multiple organizational units/projects/programs across multiple functions and/or disciplines within a major subdivision. Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Serves as the primary POC (point-of-contact) for all AVS-related requests from the Assistant Administrator for Financial Services/CFO, the Director of the Office of Budget, and staff.
