The Alaka`ina Foundation Family of Companies (FOCs) has a need for a Program Manager to support the 711th Human Performance Wing (HPW) located at Wright-Patterson Air Force Base (AFB) in Dayton, OH.

DESCRIPTION OF RESPONSIBILITIES:

  • Assist USAFSAM/FE in assisting in planning, initiating, executing, and reporting on projects and analyses, performed within the 711 HPW, and at other Air Force Medical Service (AFMS) research platforms, research via extramural university and industry partners as applicable, and being responsible for day-to-day project operations, as well as administrative, technical, and logistical support.

  • Monitor program and project accomplishment through the various phases of the acquisition cycle.

  • Create administrative and monitoring support tools, as required to perform daily operations associated with establishment, maintenance and oversight of medical projects, and shall monitor and assist with funds execution, program cost control, schedule adherence, and technical performance of contracted and in-house projects.

  • Maintain or contribute to maintenance of a FES oversight system for resources and projects and prepare documentation and presentations in support of project oversight management (Semi-Annual Reviews, Quarterly/Ad Hoc Status Reports, and Annual Report).

  • Monitor adherence to established management controls, such as milestones, obligation and expenditure rates, management indicators, and management reviews,to reflect the status of programs and projects.

  • Create and/or maintain management control systems to monitor goals and objectives of program and project resources, and to determine and report on the impact of proposed resource changes and potential problem areas.

  • Monitor and support obligation and expenditure reporting, to include communicating with financial support staff, and contribute to the development, management and reporting on contracts developed for studies within USAFSAM and external customers, to include verification of contract deliverables, receipt of supplies and equipment, noting and reporting contractual discrepancies, and communicating and coordinating contractual activities to appropriate parties.

  • Perform research and staff studies, provide technical guidance, advisory support and assistance to sustain assigned projects.

  • Design interagency agreements, decision memorandums, and cost estimates as requested.

  • Work with designated USAFSAM/FES technical professionals and management to collect procurement requirements, assist in developing procurement packages, and disseminate information to include cut-off dates for submitting information technology (IT) software and hardware, medical supply and medical equipment requirements.

  • Recommend appropriate action consistent with the following guidelines: defense acquisition and aerospace medical research policies and regulations; as well as, research processes including the (Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), and Institutional Biosurety Committee (IBC).

  • Proofread and edit project plans, study proposals, and data collected by Government Program Managers and support staff members for accuracy and consistency. This includes working with outside entities, as needed, to complete IRB and DUA requirements, to include the DHA, and working with the IRB to ensure compliance with human subject research regulations.

  • Establish, build, and maintain coordination requirements within the branch, division, department, USAFSAM, 711 HPW, MAJCOMs, Air Staff, academia, business, and industry customers, partners and stakeholders for coordination, support and changes to the scope of assigned work. Coordinate with principal investigators, other program managers, researchers, and support staff involved in the acquisition of medical systems and conduct of Studies and Analysis projects and associated aerospace medical research. Monitor and assist these individuals in the use of the Resource Management and Tracking System (RMTS) database and will also assist with project document tracking and maintenance to include version control.

  • Recommend solutions to improve processes and maximize mission accomplishment through efficient utilization of resources, assist with resource estimates for solutions to research needs, and provide resource analysis support for execution of projects.

  • Assist with the identification and assessment of assigned projects-risks/ issues and provide recommendations on potential courses of action to mitigate project risks or resolve project issues.

  • Develop a general knowledge of the Defense Logistics Standard Support (DMLSS) system and the process to interface with the DMLSS staff to assist in procuring equipment and supplies for assigned studies.

  • Ensure that all required data, created for Government use or legally controlled by the Government in support of assigned studies, are maintained and stored in USAFSAM/FES project file system.

  • Capture, analyze, and interpret project related data, generate briefings/posters and presenting information, as required, and assist with project document tracking and maintenance to include version control.

  • Schedule, attend, and participate in meetings, to include capturing and tracking action items and preparing presentations, support meeting planning, project meetings; provide logistic and technical support to meetings with government and civilian organizations related to DHP studies and consultation efforts, as required.

  • Maintain strict compliance with the Privacy Act of 1974, the Health Insurance Portability and Accountability Act, and related federal regulations.

  • Participate in proposal/document review.

  • Assist with day-to-day operations to ensure USAFSAM/FE research and Aerospace Medicine Studies and Analysis Support Branch (FESS) research support mission operations goals are being met.

  • Other duties as assigned.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelors' degree.

  • Minimum APDP Level II certification in Program Management, PMP or PjMP certification, or at least three years program management experience in a military research environment.

REQUIRED SKILLS AND EXPERIENCE:

  • Experience reviewing contractor cost, schedule, and activity reports on research projects, and experience performing cost, schedule and performance analysis.

  • Have at least two years of experience working in support of both research contracts and cooperative agreement awards from Broad Area Announcement (BAA) type contracting vehicles.

  • Familiar with the preparation of various types of documentation required to support such an award, to include: Statements of Work, Contract Data Requirements Lists (CDRLs), Request for Environmental Impact Analysis (Form 813), Air Force Material Command Foreign Disclosure Procurement Decision Worksheet (AFMC Form 191), Air Force Research Laboratory Initial Safety Assessment (AFRL Form 4), Contract Final Reports, and required portfolio reports.

  • Experience tracking contractor cost, schedule and activity reports on awarded research projects, and experience performing cost/schedule/performance analysis.

  • Demonstrate an extensive understanding of IRB requirements, protocols, and subject recruitment, and have at least 3 years' experience assisting researchers/technical staff with IRB processes and documentation, including Data Use Agreements (DUA) and Memoranda of Agreement (MOA).

  • Be proficient in all standard Microsoft Office computer applications (Word, Excel, PowerPoint, Project, and Outlook).

  • Be professional, detail oriented, possess excellent communication skills, and speak English fluently.

  • Experience working in a team environment and completing assigned tasks independently or with minimal guidance from team leads.

  • Possess: organizational skills, ability to achieve set goals, initiative in performing assigned tasks, ability to follow-up complex projects with influence and integrity, and the ability to interact professionally with all levels of personnel within and outside of the organization.

  • Prior Military experience.

  • Must be willing to sign a Non-Disclosure Agreement (NDA).

DESIRED SKILLS AND EXPERIENCE:

  • Previous experience working within the Defense Health Program (DHP) medical research environment is desired.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • U.S. Citizen

  • Must pass a Tier 1 background check.
