TITLE: Program Manager Air Force

ICF seeks a seasoned Program Manager to oversee a team comprised of engineers, administrators, scientists and supporting personnel for an exciting, innovative Learning system being created and implemented for the US Air Force. In this role you will be responsible for long-range planning and all aspects of program performance.

The United States Air Force Air Education and Training Command (AETC) is developing a learning services ecosystem (AFLSE). This AFLSE will be a major part of the implementation of the Continuum of Learning initiative. The Continuum of Learning is a major strategic focus area for the enterprise Air Force in modernizing their training and education system.

Part of the AFLSE is to develop "Assessments as a Service" (AaaS). This refers to a cloud-based, micro-services architecture that supports testing, occupational surveys, and analysis of data using a combination of modern Commercial Off-the-Shelf (COTS) software and legacy AF systems. This system will support learners, educators, analysts, and administrators and support over 100,000 Airmen.

Be a part of a team who would build and manage a new learning services ecosystem that will help bring the command's learning environment into the digital age. This would include engaging with educators and vendors to learn about needs and existing solutions, creating a new technical backbone for the command, and helping develop the architecture and solutions to support this bold vision.

Working on this project is an opportunity to get in on the ground floor of an exciting new program and function that will only grow into other parts of the Air Force in the future. It will also give team members a broad set of skills, experience, and understanding of learning solution providers and their technical architecture. You will help to provide a high performing, commercial-grade, cloud-based system

Basic Qualifications:

  • 12+ years of relevant experience

  • Bachelor's Degree

  • Eligible to obtain and maintain a DoD Security Clearance

  • Certification in project management (e.g., Project Management Professional (PMP)

  • Experience successfully managing large-scale organizations involving multiple programs

Preferred Experience:

  • Air Force Domain experience and expertise

VIEW JOBS 12/30/2018 12:00:00 AM 2019-03-30T00:00 Job Summary Under general direction, is responsible for performing administrative level work managing the Ozone Attainment initiative for the City's Health Department, to include the administration of health related programs for the Department. Exercises direct supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Essential Job Functions * Develops, implements, and updates strategies for overall community ozone level attainment. * Plans, directs, and reviews the activities of the assigned initiative/program. * Manages personnel resources of the initiative/program including providing direct supervision, indirect supervision, resolving personnel issues, executing personnel actions, and assuring a competent workforce. * Prepares detailed written reports, plans, and presentations on proposed and ongoing projects. * Coordinates and facilitates meetings/presentations with stakeholders, community partners, and the public. * Establishes and maintains effective working relationships with stakeholders, community partners, and local residents. * Monitors activities and ensures compliance with State and local policies. * Develops and administers program budget. * Prepares grant applications for securing project funds from governmental agencies and financial institutions in coordination with the City Attorney, City departments, other governmental entities, private firms, and citizens. * Coordinates and monitors program contracts. * Monitors changes in local data and adjusts efforts to effectively reach program goals. * Participates in Metro Health departmental activities including management level staff meetings, strategic planning activities, and cross-program initiatives as directed by the Director of Health. * Performs related duties and fulfills responsibilities as required. Job Requirements * Bachelor's Degree from an accredited college or university with preferable coursework in Counseling, Health, Education, Psychology, Sociology, or a related field. * Five (5) years health program experience, to include three (3) years of administrative/managerial experience. * This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident.Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required. PREFERRED QUALIFICATIONS: * Master's Degree in Environmental Science, Public Health, Public Policy, Public Administration. * Experience with air quality-ozone programs/initiatives. * Experience with project management methods and applications.
