The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 85 Executive Branch agencies and managed network services to 1,300 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security; 14 agencies receive all of these services through GTA, while the remaining agencies may receive two or three of these services. Managed network services include the state's wide and local area networks, voice, cable and wiring, and conferencing services.
GTA is currently seeking two Program Management Consultants in the Enterprise Portfolio Management Office. GTA's Enterprise Governance and Planning (EGAP) promotes an enterprise approach to technology by establishing statewide policies, standards and guidelines based on industry best practices and federal requirements. EGAP works closely with the Governor's Office of Planning and Budget and state agencies to ensure an individual agency's IT strategy aligns with its overall business strategy and business continuity planning. EGAP is involved in managing the state's portfolio of technology projects to ensure they meet established goals and are completed on schedule and within budget.
Job Summary & Responsibilities:
The Program Manager is responsible for providing program & project management consultation, assessments and oversight functions for large-scale IT projects, as well as managing the State of Georgia's Enterprise IT portfolio. The GTA Enterprise Portfolio Management Office helps to ensure that consistent project management principles and practices are followed across those projects.
Serve as a business partner and liaison with agency senior leadership, third party vendors, and agency CIOs and/or Business Owners.
Participate and / or lead engagements to conduct formal and informal project reviews at predetermined points throughout the project life cycle.
Participate and / or lead consulting engagements with agencies.
Participate and / or lead Independent Verification and Validation (IV&V) teams for smaller IT projects.
Develop and present reports to executive leadership.
Make recommendations to GTA and agency management about project activities, course corrections, process improvements and best practices.
Review and make recommendations on project deliverables such as the Project Management Plan, Project Schedule, Design Documents, Data Conversion Plans, Testing Plans, Training Plans, Implementation Strategies & Rollout Plans, and Business Continuity & Disaster Recovery Plans.
Review and prepare formal responses to agencies for Business Cases and Procurement documents to ensure completeness and adherence to standards.
Evaluate the feasibility of an integrated project schedule.
Participate in the development of project management policies, standards and guidelines.
Develop and deliver project management training.
Make recommendations for improvement of processes based on observations, industry standards and best practices.
Interacts with cross-functional teams including architects, software engineers, developers, testers.
Performs other duties as assigned.
Demonstrated ability in management and oversight of project managers and their projects.
Experience developing and / or reviewing RFPs and other procurement documents.
Experience working with executive level management.
Experience developing and conducting training.
Influencing or guiding multiple project stakeholders to achieve project success.
Evaluating risk and defining appropriate risk management strategies for projects.
Ability to use project management practices and formal project management methodologies, disciplines and tools.
Excellent oral and written communication skills are required. Must possess strong problem solving and conflict resolution abilities and experience in diplomacy.
Strong research and presentation skills. Solid organizational skills including attention to detail and multi-tasking skills.
Strong working knowledge of Microsoft Office including MS Project.
AGENCY SPECIFIC QUALIFICATIONS:
Bachelor's degree in Business Administration, IT, Computer Science and Management Information Systems or a related field from an accredited college or university AND ten (10) years of experience managing large, complex and critical IT projects from beginning to end following industry recognized project management methodology and standards.
Extensive experience managing projects of increasing size and complexity.
Project management certification through the Project Management Institute as a Project Management Professional (PMP), or other recognized project management certification.
(Preference will be given to candidates who, demonstrate some or all of the following skills/experience):
Master's degree or beyond in Business Administration, IT, Computer Science, Management Information Systems or a related field from an accredited college or university.
Proficiency in at least two of the following areas with a minimum of 3 years of experience in each area: IT Audit, Independent Verification and Validation (IV&V), PMO Lead, Project quality assurance.
Experience working with the State of Georgia or another state.
Experience with vendor management.
Experience working with Portfolio / Project Management application.
Private sector consulting experience.
Organizational Change Management experience.
This position may be filled as a Program Management Consultant 1- (PG: 11) or Program Management Consultant 2 - (PG: 12) level
GTA Pay Grade: 11/12
Salary Range: $70,100 - $92,200 / $82,500 - $108,500
Current Georgia state government employees will be subject to SPB rule provisions.
