PROGRAM MANAGEMENT ANALYST (VOPS-2024-20398)
Bowhead seeks a Program Management Analyst to provide Program Management Analyst support for Combined Integrated Air and Missile Defense and Anti-Submarine Warfare Trainer (CIAT) program at Naval Surface Warfare Center Dahlgren Division (NSWCDD).
Responsibilities
Responsibilities include but are not limited to:
Provide program and project management support to M Department programs and projects, as assigned.
Create and maintain action item tracker.
Update power point briefs as needed.
Produce minutes from meetings and track action items to closure.
Update briefing slides to ensure they have the appropriate portion markings and formatting.
Perform role of Portfolio Risk Coordinator and Risk entries and maintenance.
Compile and archive weekly inputs for all projects.
Developing, coordinating, and maintaining calendar meetings/schedules (Outlook).
Developing and maintaining charts and data spreadsheets (Excel).
Attending weekly meetings and provide meeting minutes (Word).
Ad hoc tasking to support hosting meetings or special working sessions that require someone with combo access.
Verify and process security clearances for all incoming and outgoing visitors/occupants of the collaboration room using DISS or other security systems as needed.
Set-up and start Classified Virtual Telephone Calls (CVTC) for the office.
Maintain classified materials as per all pertinent instructions.
Update and maintain multiple program Wiki pages for CHENG.
Use Jira to track actions and task with the development cycle of each program.

Ability to effectively communicate and work with NSWC Dahlgren Division and Department staff at all levels, consultants, and other government staff - be a team player.

Ability to work with NMCI systems.
Ability to adapt and multi-task.
Ability to work with a high degree of independence, discretion, and personal initiative.
Self-starter, goal oriented, provides timely feedback on progress made on assignments.
Excellent organizational skills: ability to prioritize and coordinate multiple tasks, handle complex assignments, maintain status across several stakeholders, and work in a fast-paced environment.
Excellent oral, written, and telephone communication skills.
Proficiency with MS Office (Outlook, Word, Excel, and PowerPoint) including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports.
High degree of attention to detail and accuracy in completing assignments, including good proof reading, grammar, and analytical skills.
Qualifications
Minimum associate degree in related discipline a plus but can be substituted for experience.
At least one year of experience supporting Navy systems.
Demonstrated experience in the following areas: procurement support, program planning, logistics, and program cost analysis
Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
Ability to communicate effectively with all levels of employees and outside contacts
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Physical Demands:
Must be able to lift up to 25 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
