Alion's Intelligence, Surveillance, and Reconnaissance (ISR) group is seeking a Program Analyst to support a critical mission partner under Alion's Africa AOR ILS contract. If you are looking for a dynamic and challenging opportunity with growth potential this is the role for you.

Position Summary

Under immediate supervision, performs a variety of project administration support services involving travel documentation, employee administration, Purchase orders, invoicing and other related tasking in support of the Project/Program Manager.

Responsibilities

The Program Analyst will be responsible to all or any combination of the below tasking together with the Program and Project Manager:

Involved in one project or numerous projects.

Responsibilities include a wide range of duties involving initial job planning, scheduling of time, scheduling of materials, coordination of subcontractors, monitoring of job progress, analysis of changes, and problem solving.

Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program.

Interfaces with vendors and customers and performs extensive investigations as required.

Consults the deployment schedule and then updates the schedule throughout the program. Uses the schedule to analyze the impact of change orders, delays, and any other schedule disruptions.

Works very closely with the project manager and the subcontractors during the pre-deployment process.

Produces critical scheduling information for the project team's use.

Monitors performance reports against plans to ensure that contractual, cost and schedule objectives are met; arranges modifications as required.

Works with the Project Management Team to ensure contract level CDRL's are created and delivered on time.

Briefs management on the status of action items and metrics to track performance.

May assist in writing narratives for reports.

Expected to be able to use multiple gov't websites as well as internal reporting mechanisms in order to adhere to strict deployment guidelines.

Performs additional duties and responsibilities as assigned.

Excellent communication and interpersonal skills.

Excellent organizational skills.

A current Secret security clearance is preferred; a TS/SCI is highly preferred.

Travel up to 25% of the time may be required, CONUS and/or OCONUS.

Education and Experience

Bachelor's degree preferred. 2-4 years directly related experience working in support of a Program Manager in the DoD setting is preferred. In some cases, work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

CAPM or PMP certification desired.

Experience with OASIS, RSC, GSA and FEDSIM contracts a plus.

Strong Excel and MS Project skills desired.

Monitors performance reports against plans to ensure that contractual, cost and schedule objectives are met; arranges modifications as required. Provides support to multiple Project/Program Managers in planning, managing, and monitoring projects through its life cycle. Works with the Project Management Team to ensure contract level CDRL's are created and delivered on time. Works on overall project planning through reporting on project cost, schedules and deliverables. Briefs management on the status of action items and metrics to track contract performance. Assists with preparing formal briefings and staff seminars. May assist in writing narratives for reports. Monitors project timeline; tracks document submissions; creates, monitors and maintains audit files. Identifies, communicates and resolves risks. Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project. For program compliance, designs and implements procedures to fulfill project objectives and criteria; may prepare memorandums; quad charts, weekly summaries, monthly reports and other documents as required. Evaluates and monitors the performance and efficiency of programs to ensure that program implementation is on target. Performs additional duties and responsibilities as assigned. Responsible for the performance small non-technical projects or a definable portion of a larger program of which domain area is of a non-technical nature, such as budgets, procurement, technical writing, supply chain management. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. May assist in the management of PMT staff at an entry level in management of such under the close supervision of the Program Director. May manage one or more projects. May participate in the development and execution of budgets, sales and marketing plans and other strategic tools. Participates in driving initiatives for achieving established objectives. Assists in the preparation of Standard Operating Procedures, Protocols and other technical documentation. Provide coverage for supervising PM while they are out of the office. Excellent communication and interpersonal skills. Good organizational skills. US Citizenship and a Secret security clearance at hire. A TS clearance with SCI eligibility is highly desireable. Education and Experience Bachelor's degree required. 8 years directly related experience working in support of a Program Manager in the DoD setting is preferred.
