Duties

The Education Division has an opening for a Program Logistics Coordinator within the Administrative Team. Under the guidance of the Program Logistics Manager, the Program Logistics Coordinator (PLC) performs duties related to scheduling programs, selecting sites and hotels, and negotiating contracts for in-person programs as well as web-based programs requiring faculty travel. Under the direction of an Assistant Division Director, when tasked to perform Program Coordinator duties, the Program Logistics Coordinator is responsible for the financial, administrative, technical, and support functions associated with various in-person and online educational programs. Occasional overnight travel for periods not to exceed a week at a time may be required. The incumbent is part of the Education Division's Admin Team and reports to the Division Director.

Responsibilities

Program Logistics Duties:

  • Serves as a subject matter expert in meeting logistics (e.g., meeting and lodging space and related requirements for educational programs)

  • Negotiates and signs hotel and meeting space contracts, including conference packages and bid packages, for travel-based programs, appropriately balancing considerations of location, quality of sleeping and meeting rooms, services, prices, educational needs of program attendees, cost containment policies, and assessment of the venue's ability to provide necessary technical support for the workshops (e.g., audio and video)

  • Understands Judicial Conference Gift Regulations implementing Vol 2, Ch. 6, 5 U.S.C. §§ 7351 and 7353 and complies with these regulations in contract negotiations

  • Consults with appropriate program staff on requested changes or additions to the original contract

  • Provides pre- and post-contract advice to program staff, to include AV requirements, food service, and other matters

  • Collaborates with program managers and the program logistics manager in scheduling face-to-face workshops and web-based programs, taking into consideration other scheduled or planned FJC meetings and events scheduled by other judicial branch organizations and agencies and resolving possible conflicts

  • Identifies suitable hotels and other meeting spaces for programs after considering educational, technical, and logistical needs, the provisions of Vol 24, Ch.2, §220 of the Guide to Judiciary Policy governing meeting planning and administration, and FJC criteria governing cost reduction for in-person programs

  • When necessary, conducts site visits to evaluate hotel and meeting locations and services and provides guidance on site selection issues to relevant program staff and division leaders

  • Assists division program staff with vendor or hotel invoices, ensuring accuracy with negotiated contract terms

  • Keeps abreast of trends and policy changes in the hotel industry, hotel and catering best practices, and contract terms and provisions. Develops and maintains a professional network of contacts in the hotel, meeting planning, and travel industries

  • Researches new properties for consideration

Program Coordinator Duties:

  • Coordinates on program planning and budget management to administer and support specific programs and meetings.

  • Performs administrative functions to support programs, e.g., correspondence, financial documents, forms, databases, files, and interactions with vendors.

  • Travels to program sites, remaining onsite to assist faculty and staff, troubleshoot problems and provide other logistical and administrative support as needed.

  • Assists with technology to facilitate distance-learning sessions.

  • Coordinates a range of travel- and technology-based training course logistics to include financial records, distribution of materials, and financial closeouts.

  • Performs other duties, as assigned or on the incumbent's initiative, necessary to accomplish division projects.

Qualifications

MANDATORY QUALIFICATIONS:

  • At least four years of related work experience or a bachelor's degree

  • Ability to interact effectively and work collaboratively with FJC staff, venue representatives, judges, and court executives

  • Excellent project-management, record-keeping, verbal, writing, presentation, and computer skills, including the use of standard Microsoft Office Suite programs

  • Ability to work concurrently on multiple projects and prioritize tasks

  • High level of motivation and ability to initiate and follow through on projects and tasks independently

  • Ability to work collaboratively to secure space and services that enable the program team to meet educational goals

  • Keen attention to detail

  • Strong analytic, problem-solving, and decision-making skills

  • Ability to interpret hotel floor plans and capacity charts

  • Ability and willingness to travel to provide program support

DESIRABLE QUALIFICATIONS:

  • Basic negotiation skills

  • Familiarity with hotel contracting procedures

  • A working knowledge of federal travel and procurement regulations

  • Certified Meeting Planner (CMP) or Certified Government Meeting Planner (CGMP) designation

SALARY AND BENEFITS:

The starting salary is set at $62,120 (includes 2024 D.C. locality). This position falls in the Center's pay band 3 which has a salary range up to $116,459 (includes 2024 D.C. locality). For a successful candidate not currently a member of the Center staff, a higher starting salary, not to exceed $65,226 (includes 2024 D.C. locality) may be considered if the candidate furnishes proof that their current salary falls above the pay band 3 minimum salary of $62,120 (includes 2024 D.C. locality), in which case the Center would match that salary up to the starting salary limit of $65,226 (includes 2024 D.C. locality). This is the maximum starting salary, and it is non-negotiable. In addition, a successful candidate who does not live within the D.C. locality region or work at the official duty station in Washington, D.C. 16 or more work hours per pay period will not receive D.C. region locality pay and will receive the locality pay of their place of primary residence (telework site). If a successful internal candidate's salary falls above the range minimum, the salary will be matched up to their current salary.

Federal government benefits are applicable. An array of supplemental benefits is also offered, including a transportation subsidy and a flexible benefit program allowing for pre-tax deductions for health insurance, health care, dependent care, and commuter expenses. The FJC is located in the Thurgood Marshall Building, conveniently situated to public transportation directly beside Union Station. The Marshall Building houses a child development center, a health fitness facility, and a cafeteria for its tenants.

The Federal Judicial Center offers a range of telework and flexible work schedule options, based on the employee's position categorization. When business needs arise, all Center employees are required to work at the official duty station in Washington, D.C., or at a temporary duty station.

The Center does not pay for relocation expenses; however, Center employees receive reimbursement for all official business travel.

This position does not carry the tenure rights of positions in the competitive civil service.
