Program Integrator (ARAT-19-0412-F)

We are looking for an individual to join our team as a Program Integrator to provide Systems Engineering and Technical Assistance (SETA) support services to the Support Cell Branch within the Army Reprogramming Analysis Team Program Office (ARAT-PO) in Huntsville, AL. The Program Integrator shall perform integration and liaison between ARAT-Support Cell Branch, customers, and internal functional elements. This position requires extensive programmatic and organizational skills to be effective. The prospective employee must have analytical and problem solving skills, be resourceful and able to work independently in support of on-going projects managed by the ARAT-PO.


  • Serve as a member of the ARAT- Support Cell Activity staff in support of a team under US government leadership, including software engineers, system engineers, test engineers, and administrative support.

  • Consolidate inputs, organize and conduct regular meetings to provide status updates and recommendations on operations, personnel, software releases, and any outstanding and urgent issues that need to be addressed by Mission management.

  • Prepare and make recommendations for mission objectives, operational status, and issues for inclusion into high level reports to Headquarters Department of Army, Army Materiel Command, and Communications-Electronics Command.

  • Track and report suspense's across the Activity to ensure timely and accurate responses to suspense's are met.

  • Gain and maintain visibility on every aspect of events and scheduling of efforts across the entire Support Cell Activity.

  • Perform independent reviews of briefings, reports, and information/issue papers produced by others.

  • Lead the development, review, and consolidation of project data into PowerPoint briefings to support program management reviews and internal staff calls with division level and higher.

  • Work in conjunction with the ARAT-Operations Integrators and Program Management Office staffs.

  • Gather and integrate programmatic, budget, engineering, test, configuration management, and logistics data to assist the Chief, ARAT-Support Cell Activity in the management and integration of all transition and pre-sustainment functions in support of SEC ARAT-Program Office.

  • Review, compile, and integrate system software requirements into the planning process for transition and sustainment.

  • Develop, deliver, and archive team products and timelines that relay policies and procedures, planning, risk, and solutions to and for TCM's and PM's regarding ARAT software positions.

  • Review all documents, regulations, policies, and products under the ARAT-SC Activity areas of responsibility to ensure grammatical and programmatic correctness.

  • Receive, assign, execute, and deliver all taskers from higher headquarters as it relates to ARAT-SC areas of responsibility.

  • Provide input and recommendations to the Chief, ARAT-SC Activity on ground and aviation electronic warfare related programmatic and transition topics.

  • Foster ARAT-to-customer relationships within the ARAT-SC Activity areas of responsibility.

  • Lead the development, review, and consolidation of project data into PowerPoint briefings to support program management reviews and internal staff calls with division level and higher.

  • Manage team workflow on multiple software product support efforts in order to provide the Chief, ARAT-SC Activity with time and products necessary to make effective decisions.

Develops requirements from project inception to its conclusion for a particular subject matter area (i.e. IT, engineering, linguistics, scientific field, etc.). Analysez actual and predictable operational activities of a military, governmental, or business system to obtain a quantitative, rational basis for decision making or resource allocation. Utilizes modeling and measuring techniques, mathematics, statistical methods, engineering methods, and other necessary techniques. Provides integral support in the requirements determination, conceptualization, design, development, testing, verification, and documentation of modeling and simulation based decision support system applications. May provide work leadership for lower level employees. Requirements Knowledge of management and organizational principles and practices, and a comprehensive knowledge of planning, programming, budgeting regulations, guidelines and processes in program administration in order to effectively advise and analyze overall program performance to various objectives.

  • Extensive knowledge of program operations and interrelationships, along with broad analytical ability to assess program accomplishments with a high degree of product knowledge and technical judgment ability to recommend resolution options to substantive problems.

  • Comprehensive knowledge of policy, procedures and practices related to multiple fields within program management to include quality and production, supply chain, engineering, earned value, risk management, financial and business systems and their interrelationship to program performance in order to evaluate program effectiveness. Such knowledge is related to these fields but does not require certification in the specialized subject matter or functional area.

  • Working knowledge of DOD acquisition policies and DOD program priorities in order to determine resolutions to problems. Such knowledge is related to these fields but does not require competency in the specialized subject matter or functional area.

  • Skill in synthesizing and evaluating programmatic and administrative issues, as they may impact decisions at senior executive levels within the ARAT-PO and CECOM.

  • Understanding of Defense Acquisition as demonstrated by broad knowledge of defense strategic planning, defense acquisition policies, Joint Capabilities Integration and Development System (JCIDS), and Planning, Programming, Budgeting & Execution (PPBE).

  • Ability to provide a wide range of program/product advisory and analytical services to include contract oversight in support of the Chief, ARAT- Support Cell Activity, ARAT Program Officer, and the CECOM Software Engineering Center.

  • Ability to clearly articulate ARAT positions and issues, overall program issues and concerns and recommended actions to the Chief, ARAT-Support Cell Activity.

  • Skill in facilitating and mediating resolution of complex program issues where differing objectives, agendas and priorities from involved groups exist.

  • Ability to create and update briefings to a varied audience to provide program information or influence decision making in support of ARAT Program Objectives and recommendations.

  • Ability to work in a fast-paced, mission-centric environment.

  • Exceptional analytical, critical thinking and problem solving skills.

  • Excellent oral and written communications skills.

  • Strong Microsoft PowerPoint, Excel, Word and SharePoint skills.

  • Ability to travel to support mission requirements (30% travel).


  • Experience with DOD aircraft Survivability Equipment and/or Electronic Warfare systems.

  • Prior experience with the software life-cycle development process and DOD sustainment policies.

  • Acquisition Planning as demonstrated by determining the appropriate level of technical activity and resources required to develop cost estimates, acquisition strategies, technical contract language and artifacts supporting successful and comprehensive source selection and contract award.

  • Five years of experience in a DOD Acquisition Program or experience with Acquisition strategy planning, analysis and execution.

  • Graduate of the Army's Captain Career Course, Command and General Staff Officer's Course or DOD equivalents.


  • Bachelor's Business or Professional degree.

  • 9 years min experience. Four Additional years of applicable experience may be substituted for the degree.

  • Must be a US citizen and possess or obtain a valid U.S. Government SECRET security clearance.

  • Army Acquisition Corps Level 2 certification in logistics, program management or information technology is highly desired OR recognized industry equivalent professional certification.

SECURITY CLEARANCE REQUIRED: Must currently hold and be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for a Secret clearance at this location.

Candidate will provide programmatic support to a product line in a rapid development Army program through programmatic, managerial, and technical/operational recommendations. Candidate will support product component area operations within project office environment.
