Job Description:

The Health Group is seeking a Program Financial Controller in Rockville or Frederick, MD. Will be responsible for the planning, tracking, analysis and reporting of programs under the FDA portfolio within the Civil Health Operation.

Will work with Program Management team and assist with and manage internal projects from initiation through completion. Will be working with team in all aspects of EV, including the CPR submittal to customer. Uses formal processes and tools to manage resources, budgets, risks and changes.

Manages projects to ensure on-time completion according to specifications and within budgeted costs. Will be part of an existing team as a Financial Controller on the FDA program. Will participate in the planning, tracking, analysis, and reporting of the FDA programs the under Civil Health.

Responsibilities include significant interface with the Program Managers, Contracts, FP&A, and other Support organizations. Implements financial policies and procedures in support of the program. Will be working with team in all aspects of EV, including the CPR submittal to customer.

Establishes and maintains cost/schedule baselines, develops WBS and related dictionaries, develops schedules or Resource Loaded Networks (RLNs), budgets, and has a complete understanding of related financial policies. Understands schedule critical path and performs related analyses. Will assist in new business proposals providing input and cost volumes to management.

Provides data and reporting formats for all types and levels of program financial reviews. Prepares written and verbal reports to management regarding cost schedule variances

BASIC QUALIFICATIONS: Bachelor's Degree in Business Administration or a related discipline plus 8 years related experience.

Basic knowledge of multiple contract types: FFP, FPLOE, T&M, Cost Plus and hybrid contracts. Has the ability to complete difficult and complex assignments within the programs supporting.

Analytical, communication and presentations skills needed as well as being able to operate independently. PREFERRED QUALIFICATIONS: Knowledge of Leidos financial systems; such as:

Hyperion, Cognos, Fusion, Cobra, LPAS, and Cost Point. Current system used for EV is CTMS.

The contractor shall: * Work with staff on the planning and implementation of research projects relevant to cancer epidemiology. * Interact with all levels of staff and communicate with outside collaborators in the US and abroad. * Conduct literature searches using publicly available resources, such as PubMED, National Library of Medicine, and other government publications (e.g., the Center for Disease Control varied survey response databases) and other resources as needed. * Review and summarize information collected, and use EndNote for bibliography management. * Collaborate with branch members to form and maintain study-specific web-portals using standard developed software. * Assist with technical writing including co-authoring of scientific articles for journal submission, writing of professional services agreements and statements of work, and formatting and submission of journal articles. * Prepare materials and communications for study IRB approvals. * Schedule and participate in meetings and conference calls between PIs, contractors and collaborators, and prepare meeting minutes. * Communicate with collaborators to track and review scientific protocols and manuscripts. * Track program activities and respond to inquiries. * Arrange domestic and international travel and create itineraries. * Assist with the program budget, including monitoring and tracking of expenditures, tracking of awards and obligations of funds, and ensuring adequate funds for planned activities. * Assist in the development and assessment of data collection instruments, including surveys. * Perform basic data cleaning (identifying and correcting data entry errors and/or missing values) and data transformation (creating and categorizing variables and imputing data) functions. * Provide regular updates to study PIs and written reports upon request. REQUIREMENTS. The contractor must have: * Advanced degree (Doctorate) in Epidemiology, Biostatistics, Public Health, or related discipline, with at least 3 years of relevant experience. * Excellent scientific writing, organizational, and interpersonal skills. * Ability to manage and analyze patient data. * Ability to work independently and as part of a team, meet deadlines, perform and prioritize multiple simultaneous tasks. * Proficiency in use of Microsoft Office suite (Word, Excel, and PowerPoint), EndNote, and statistical software programs (SAS, Stata, or related program). * Preferred, but not required: fluency in Russian language, * Experience in protocol design/writing for human subjects' research, and a record of peer-reviewed publications.
