Job Summary

Leidos has a career opportunity for a Program Finance Analyst to provide program support in Chantilly, VA. The Program Finance Analyst is responsible for planning, tracking, analysis, and reporting on projects of various contract type, size, complexity, and level of risk.

Individuals in this role have significant interface with Project Managers, Contracts, Senior Technical Personnel, as well as other organizations. Individual will work directly with the program manager to help define the program's goals; create and maintain a program's budget, schedule and prepare EAC. They will prepare and present financial forecasts, reports and help with new business proposals for the customer.

Primary Responsibilities:

Implementation of financial policies and procedures in support of projects; establishment and maintenance of cost/schedule baselines, development of WBS and budgets based on program requirements;

Managing subcontractor hours and costs and assessing funding needs;

Ensuring all financial deliverables are submitted; communicating with the customer to ensure financial requirements are met;

Preparation of written and verbal reports to management regarding financial metrics including cost and schedule variances; program life-cycle activities such as project setup/ maintenance;

Internal financial activities such as invoicing support, accruals, and program financial revenue projections and variance analysis;

Development and maintenance of Estimates at Completion (EACs);

Participation in proposals through BOE support, cost modeling and providing input into cost volumes.

EDUCATION & EXPERIENCE: Requires a BA degree and 4 - 8 years of prior relevant experience or Masters with 2 - 6 years of prior relevant experience.

Basic Qualifications

Active TS/SCI with polygraph

Comprehensive knowledge of the Program Finance Field and the ability to complete difficult and complex assignments

Basic knowledge of multiple contract types: FFP, T&M, CPFF and CPAF

Strong analytical, communication, and presentations skills, and the ability to operate independently

Proficiency in Microsoft Office, particularly strong in MS Excel.

Duties will include, but are not limited to: Participates in the development of solutions to a variety of tasks moderate in scope and complexity. Reports detailed information, analyzes financial data in support of project cost/schedule status and follows established procedures while contributing to the completion of organizational projects and goals. Ability to analyze and reconcile cash flow, profitability, invoicing, unbillables, costs on hold, subcontracts on a monthly basis and attend briefings with functional staff to validate current project status Provide accurate sources of revenue data for inclusion in quarterly forecast exercises Ability to build and maintain bottom's up estimate at completions on all project types, meet deadlines for submissions, certifications and provide management with ongoing status of EACs Establishes Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), Resource Loaded Networks (RLNs), and detailed Budgets as contractually required. REQUIRED SKILLS: Candidates must possess a strong background working with multiple contract Types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts. This position requires a working knowledge of Government Contracting, the Project Control field and the ability to complete assignments of moderate complexity on time within a fast paced environment. Ability to learn new process tools, multi-task and remain unflustered by competing time, project manager, SOX and management requirements. REASONING SKILLS: Requires the skills to create courses of action and proactively solve problems by conducting research, conceiving and developing new and innovative ideas, theories, and/or solutions, and predicting possible outcomes. Possess ability to prepare and present "what-if" scenarios.
