Program Finance Analyst

We are searching for a Program Finance Analyst for our Power Distribution - Tulsa, OK location.
This position will work the 9/80 schedule from 7:00am-4:30pm.
The Program Finance Analyst is responsible for executing timely, accurate, and complete financial analysis. Analysts are intimately involved in the support of all phases of a contract, from proposal preparation through contract closeout. Analysts must understand the requirements of their customers and provide useful, timely data to assist management in the decision-making process.
earned value (EV).
Using standard EVMS techniques analyst tracks, analyzes and reports cost and schedule performance against baseline.
Ensures programs are compliant to EAC policy and are operating according to the processes established by the division.
Acts as the subject matter expert for financial performance of their programs, providing management with an early warning of potential performance issues, identifying risks and offering solutions.
Updates weekly/monthly program reporting requirements, offering analytical insight and offering recommends.
Ensures that actual cost reported agree to the general ledger and that all estimates provided by
other functional organizations are properly supported with reasonable basis of estimates.
Responsible for pricing proposals ranging in size and complexity, adding insight beyond the numbers themselves.
Responsible for generating FAR 15-2 compliant cost volumes when required.
Converts cost proposals to contract budgets and performs financial budget tracking for contracts.
Participates in the bid process, by assisting capture team with establishing the cost accounts and earned value criteria for the program.
Participates in the ongoing implementation of common system level tools that help drive better program performance.
Recommends and implements process improvements with regard to program financial analysis and financial reporting.
Adheres to L3 Technologies Sarbanes-Oxley Internal Controls over Financial Reporting (ICFRs) for applicable cycles (EAC, Revenue, etc) as well as L3 Technologies Corporate Accounting Policies.
Ad hoc analysis using advanced MS Excel knowledge as required.
Minimum 5 years of related experience.
Experience with earned value management systems (EVMS).
Prior experience with integration system level tools such as ERP systems, Cobra earned value, Pro Pricer and resource planning tools.
Advanced proficiency with MS Office Suite and must have expert level Excel skills.
Must have good working knowledge of MS Project.
Working knowledge of Federal Acquisition Regulations (FAR & DFAR) and Cost Accounting Standards (CAS).
Possess a solid fundamental understanding of the outputs, specifically being able to communicate the logic to management as it applies to variances.
Possess the ability to understand the requirements of their internal customers and provide useful, timely data to assist in the decision-making process.
Ability to focus on details with regard to procedure and workflow.
Ability to work under pressure and against tight deadlines.
Ability to coordinate and communicate effectively (both writing and verbally) with other departments and customers, both internal and external.
Ability to work in a team environment and develop strong working relationships with coworkers across all departments.
Highly organized, able to prioritize workload, and meet strict deadlines.
High level of attention to detail and accuracy.
Prior industry experience preferred.
Previous experience using Deltek Cobra desirable.
Experience with Pro Pricer tool and the proposal process desirable.
Candidates must be able to obtain and maintain a security clearance.
