Overview Join the HJF Team! HJF is seeking a Program Evaluator II to participate in the planning, design, and implementation of program evaluation activities related to the Pilot Program and Ecosystem.

  The Program Evaluator II supports the National Center for Disaster Medicine and Public Health (NCDMPH) by providing technical assistance with research and evaluation activities as well as operations and logistics support. The incumbent will work on the Department of Defense (DoD) National Disaster Medical System (NDMS) Pilot Program (Pilot) and Joint Disaster Medicine and Public Health Ecosystem teams in implementing evaluation activities, preparing evaluation plans and reports, monitoring project results, and collecting and analyzing evaluation data. Reporting to the Director of Science and Senior Program Evaluator, the incumbent will be actively engaged in developing and implementing monitoring and evaluation activities and providing evaluation support to the Pilot Program and Ecosystem.

HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities Technical Input: Conduct background research across multiple areas such as medical surge preparedness, the National Disaster Medical System (NDMS), indicators and measures of effectiveness, study design and methodology, and analytic methods. Draft monitoring and evaluation plans, and develop tools, surveys, and interview guides.

Contribute to development of project proposals to the Institutional Review Board. Use qualitative and quantitative analysis tools and techniques to inform data management, study design, proposal writing, and assessments. Perform qualitative and quantitative data analysis and interpret results from evaluation activities.

Develop briefings, reports, and articles for a variety of audiences to include technical experts, senior leadership, and lay persons. Field Activities: Provide technical field monitoring and evaluation support to the Pilot; Coordinate the preparation and execution of field monitoring and evaluation activities with stakeholders and partners.

Implement field monitoring and evaluation activities, individually or as part of a team. Collect data at Pilot sites and provides training/guidance to others collecting data; Support regular visits to field sites for implementation of monitoring and evaluation activities. Support stakeholders and NCDMPH staff in identifying key issues in the field to enhance the quality and effectiveness of assessment, monitoring, and evaluation activities.

Operations and Logistics: Support the Pilot team in managing stakeholder/client needs, particularly at the Pilot sites. Support internal assessment and evaluation capacity building efforts through on-the-job training or coaching.

Coordinate planning and ensure strategic communication with all relevant participants including, but not limited to, implementing partners, USU faculty/students, the Federal interagency (e.g., DoD, Department of Health & Human Services, Department of Homeland Security), and contracting staff (if applicable). Work with administrative NCDMPH and HJF staff to coordinate travel. Education and Training: Build external evaluation capacity by supporting the NCDMPH Education Division in teaching program evaluation curriculum.

Support the Uniformed Services University mission, as needed, in providing other teaching as it relates to program evaluation. Other: Completes other assigned projects, as needed. Qualifications Education and Experience Bachelor's degree in Public Policy, Public Health, or related.

Master's degree preferred. Minimum of 6-8 years experience required. Licenses and Certifications 10 years auditing experience (public accounting experience desirable). 5 years research administration, scientific project or program management involving the analysis of administrative concerns and the development of policies and procedures.

CPA or CRA desired. Required Knowledge, Skills and Abilities Must have knowledge of key evaluation principles, indicator development, and measurement. Must have the ability to work as part of a dynamic team.

Willingness and ability to travel on a frequent basis. Excellent interpersonal skills. Excellent written and oral communication.

Competency in a variety of data analysis and survey design software. Skill in data visualization. Experience in monitoring and evaluation is required; experience in developing surveys is required.

Must be able to write an evaluation plan and contribute towards final evaluation report. Must have experience with at least one statistical software platform (e.g., SPSS, STATA, R). Experience in public health or system evaluation is highly preferred. Experience with DoD evaluation or in DoD-led research is preferred.

US Citizenship and the ability to obtain and maintain a T3/Secret Clearance. Work Environment This position will take place primarily in an office setting. Some positions or sites may require that the incumbent be fully vaccinated against COVID-19.
