The Program Evaluation Manager will lead program evaluation and performance measurement for a 5-year CDC-funded Public Health Infrastructure Grant ending on November 30, 2027. This role involves providing subject matter expertise on program evaluation for multiple projects funded by the grant, including those focused on Injury and Violence Prevention, Non-Communicable Diseases, Climate and Environmental Justice, and Tribal Liaison initiatives. Additionally, the manager will support department-wide initiatives such as health equity, recruitment, and retention.

In this role, the key responsibilities include examining program goals, objectives, and processes to develop evaluation questions, performance metrics, data collection instruments, and conducting analysis. The manager will also be responsible for assessing and improving current evaluation tools and developing a comprehensive evaluation plan, with data evaluation and analysis support provided by the epidemiology division. Furthermore, the Program Evaluation Manager will manage an evaluation consultancy contract to enhance evaluation capacity across the organization.

This role is essential in ensuring effective and comprehensive program evaluations, contributing to informed decision-making, and continuous improvement within the department. This classification is in the unclassified service and is exempt from the Pima County Merit System Rules. Develops, implements, and manages public health programs and initiatives in alignment with department goals and public health priorities; Oversees execution of program activities and grant deliverables, including outreach, education, and service delivery; Ensures programs are carried out efficiently and effectively, adhering to timelines and budgets; Monitors program progress and makes adjustments as needed to achieve desired outcomes; Collects, analyzes, and interprets program data to assess impact and effectiveness; Uses data to inform program improvements, identify trends, and measure outcomes; Prepares and presents program reports to internal stakeholders and senior leadership; Builds and maintains relationships with community partners, local agencies, and stakeholders; Develops and manages program budgets, including grant budgets, ensuring efficient allocations of resources and expenditures; Supervises and mentors program staff, providing guidance, support, and professional development opportunities.

Minimum Qualifications (1) Bachelor's degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration or related field as determined by the department head at the time of recruitment AND two years of related experience INCLUDING one year of lead or supervisory experience. (Completion of an internship in the appropriate unit may substitute for two years of the required general experience.) (Relevant experience and/or education from an accredited college or university may be substituted.) OR: (2) Four years of experience as a Program Coordinator with Pima County or four years of experience supervising or managing personnel and programs outside of Pima County. Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Preferred Qualifications : (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): Graduate degree in health (public health/policy/administration) or related field (e.g., social work, public administration, psychology, evaluation). Minimum three (3) years experience in designing, implementing, and managing evaluation oversight for medium to large-scale program evaluations. Experience leading evaluation teams and managing data analysis and report write-ups.

Experience with qualitative and quantitative program evaluation methods, including experience with the development and implementation of tools. Experience with evaluation of public health, clinical, or educational programs. Selection Procedure : Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications.

The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine the applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.
