Job Summary

This position will ensure the effectiveness of the statement of work (SOW) the areas of contract performance. The Director will oversee and manage staff on the DHS contract as well as all information technology services supporting the daily requirements. Oversight includes productivity, safety, and operational efficiencies performed to the standards of the contract and to the satisfaction of the customer. The major areas include IT, CBRNE, Reporting, Facilities and Training/Quality control. As the Director, the task is to ensure consistent management of all aspects of the contract to include proposals and white papers. This generally includes oversight of the contract management process, as well as development of specific standards for bidding and submission, contract negotiations and document management

Primary Duties

  • The Director will be responsible for the strategy, execution and continuous improvement of the DHS contract requirements and underlying services with continued guidance toward operational efficiencies

  • The Director will assume the responsibilities that include the daily operations of the assigned contact and corporate point of contact with the customers for policy formulation, planning, performance, contract interpretation, modification and services delivered

  • Responsible for developing, implementing, and managing programs for the operations and maintenance of all equipment and physical structures in compliance with corporate/ownership standards, local, state and national codes and regulations to protect the assets, customer and employees to ensure optimum operations

  • Responsible for overall facilities maintenance, contractor management, equipment, audit, and inspection ensuring compliance with all codes and regulations and accurate record keeping

  • Work with the VP of Operation in the creation and development of cost efficiencies and new approach to providing services to our internal and external customers. Consistently brief VP of Operations on any issues and resolutions

Additional Responsibilities

  • Track, analyze, and trend project performance metrics, costs, customer satisfaction levels, progress against strategic plan goals, and employee satisfaction

  • Review and submit regular invoicing for the customer, based on contract type, terms and conditions; negotiate, analyze, prepare, and revise contracts of the job description for this position

  • Work with the VP of Operations in the creation and development of cost efficiencies and new approached to providing services to our internal and external customers

  • Collaborate with direct reports to set goals that support the strategic support plan, review, and recommend staff/employee training program, workshops, seminars, and classes

  • Continually review project performance and current technology to interject management and technical performance innovations, review business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency

  • Oversee the Contractor's functions ensuring that all safe work practices are being followed, and monitor cost control, financial reports, budgeting, and the overall operating costs

  • Oversee the coordination of work priorities and monitoring of methods, procedures, and programs. Improving cost-effectiveness and efficiency

  • Oversee the monitoring and inspecting of maintenance, repair, and service operations for quality control and contract compliance on all equipment

  • Conduct facility annual inventory and manage personnel including hiring, terminating, compensation, and promoting project staff according to company policies

  • Proven capability to exercise superior judgment with the ability to manage highly sensitive and confidential information; prioritize and adjust work assignments to meet changing situations, emergencies, demands and changing program requirements

  • Capacity to comprehend, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned activities

  • Aptitude to interpret documents such as contracts and licenses, analyze, determine and draw conclusions on the applicability of data and provide appropriate recommendations by written reports and presentations

  • Experience gathering information by examining records, documents, question individuals, establish, and maintain harmonious working relationships with others

  • Demonstrated ability to draft concise, detailed reports and provide support to staff; use critical thinking skills, logic, and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems

  • Ability to plan, organize and prioritize a varied and heavy workload, and compose complete and accurate documents with attention to detail

  • Ability to work on a team with attorneys, colleagues, and assistants in handling responsibilities, fulfilling duties, work independently, and carefully carry out instructions with limited supervision

Qualifications:
Education, Experience and Certification(s)

  • Bachelors' degree (4yrs). Senior level Project Management Skills

  • Skills in working with various types of production statics reports

  • Must have 7 or more years knowledge acquired through work experience or federal contracting. Must pass all pre-employment background screening requirements to include pre-employment drug screening

  • Must be able to pass and obtain a government DHS personnel security clearance. Meet and maintain the certification and/or licensure requirements to include TS clearance and pass the required Personal Security courses

  • Have at least 8-10 years' experience working closely with senior management as a Project Manager

Knowledge, Skills and Abilities

  • Possesses skill-level 2 technical proficiency in managing and sustaining networks and applications that support military HR operations across the installation

  • Must have knowledge and experience with the HIPAA Law Requirements

  • Must have effective organizational skills, administration, attention to detail and communication skills both written and verbal

  • Requires personal computer (PC) knowledge leading to proficiency in various software and/or spreadsheet operations

  • Proficient usage of Microsoft Office products, including Excel, PowerPoint, Word, and Outlook

While performing the duties of this job, the employee is regularly required to talk, hear and respond to customers and employees. The employee frequently is required to stand; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee is occasionally required to walk and sit. The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
