Job Summary

The Program Management/Construction Management (PM/CM) business line specializes in the management of design and construction of community infrastructure facilities for education, healthcare, national governments, sports and leisure, justice, cultural venues, and commercial needs. From concept through completion, we provide necessary technical and administrative services to help our clients meet their program objectives. Our professionals serve as an extension of our clients' staff, protecting their interests as our own, and often working within our clients' offices. As an industry leader in PM/CM, we oversee activities ranging from planning, coordination, scheduling and cost control, to design, construction and commissioning.

AECOM is actively seeking a highly talented Program Director for immediate employment in San Diego, CA.

The responsibilities of this position include, but are not limited to, those listed below:

  • Identify, target, pre-position, capture and operationally oversee PM/CM pursuits with specific focus on the San Diego vertical building market for both public and private sector clients

  • Capture and lead large PMO opportunities as a Program Director for Education clients within Southern California, target new delivery opportunities including P3, IPD, CM@R, and D/B

  • Oversee and lead numerous tasks to include: accounting, program controls, technology, contracts, construction, design review, risk/quality, communications, asset management, closeout, commissioning and warranties

  • Manage, oversee, and coordinate all aspects of large, complex and/or critical vertical building programs/initiatives including, but not limited to: operations planning, scheduling, execution, monitoring and controlling costs, cash flow, risk, quality, project close-out, qualifying potential business solutions, and operational review of proposals, execution of professional services and construction procurements, internal and external audits

  • Responsible for review of contracts, supervision of labor and subcontractors; planning and scheduling of installations mindful of customers timelines and milestones, review of invoices, and payments

  • Leverages technology to design processes that ensure compliance with CA agency requirements

  • Develop and implement operations and strategies to improve execution and provide additional value

  • Develops policies and procedures relating to customers specific programs and systems

  • Utilizes financial systems to review actual versus estimated cost and to provide timely and accurate financial reports

  • Provides weekly accurate updates across program to West Regional PM/CM Management

  • Identify potential project risks and develop/implement strategies to minimize impact and control deviations from estimated costs and project deadlines

  • Evaluates current systems for cost reduction and product improvement for high complex systems

  • Overall responsibility for customer satisfaction on all installed accounts

  • Regularly meets with customers to ensure that we are providing quality installations and meeting their individual needs

  • Conducts follow-up reviews of solutions to verify that desired objectives were accomplished effectively and efficiently

Minimum Requirements

  • 10+ years of project and client management experience including management of multiple projects of significant scope and complexity with individual project budgets between $5M -$50M

  • 5+ Years of business development experience establishing client relationships, pre-positioning, capturing and executing PM/CM services to public and private agency clients with proven track record of sales bookings in excess of $100M

  • Knowledge and understanding of how operations and business development tie together to support the growth of a business

  • Construction and Program Management skills understanding all disciplines during the design, preconstruction, construction and close-out phases

  • Familiar with all aspects of design and construction programs including contracts, accounting, safety, risk and quality management programs

  • Experience with CA Title 24 Code

  • Excellent analytical skills

  • Excellent management skills related to Project Management and Contracts

  • Broad based professional knowledge of all aspects of design and construction

  • Proficient in Microsoft Office products, including Word, Excel, and PowerPoint

  • Advanced financial skills

  • Excellent written and oral communication skills

  • Strong work ethic with the "team player" mindset

  • Actively seeks ways in which to act as a role model, guide others within the organization

  • Logically breaks down problems and looks for solutions

Preferred Qualifications

  • Master's degree in business, planning, construction management, architecture or engineering

  • Experience as a General Contractor with CM at Risk, Design-Build, Integrated Project Delivery (IPD) and P3

  • Business development experience in other Southern California Counties including Orange, Los Angeles, San Bernardino and Riverside.

  • Professional accreditations such as CCM, PMP, PgMP, DBI
