About the Job

The Boston Treatment Center is a medically monitored detoxification program providing 24 hour nursing care to monitor an individual's withdrawal from alcohol and/or other drugs and alleviates symptoms. Patients are provided with individual case management and group treatment services focused on assisting the person with accessing step-down levels of care. All patients are treated with dignity and respect.

The Program Director, under the direction and in collaboration with the VP of Addiction Treatment Services, is responsible for the staffing structure, program design and implementation, fiscal, and facility management of the bed based detoxification program. He/she manages total resources to assure that the service meets established licensing and quality standards, as well as customer service objectives.

The Program Director's Responsibilies are:

1.Oversees the major administrative functions of the treatment facility including: administration of clinical and medical documentation and record keeping systems; development of operating policies and procedures; managing client flow and service utilization through defining client intake, treatment paths, and continuing care protocols; facility management including housekeeping and maintenance functions, as well as food service.

2.Assures that the agency's standards of care are met through: ongoing consultation with the Medical Director; application of Quality Assurance and Customer Service Programs, implementation of Utilization Review mechanisms.

3.Assures sound fiscal management of the programs in the facility through developing and monitoring all aspects of the Treatment Center budget, assuring maximum bed/service utilization and fee collection.

4.Works in collaboration with Finance to monitor conformance to policies and procedures relative to fee structure, fee collection, and prior approval for managed care and other insurance carriers. Assures seamless communication between direct medical and clinical functions and agency billing department.

5.Oversees the development and maintenance of a record keeping system which conforms to all applicable monitoring and licensing entities including the establishment of protocols for accessing client records, design, timeliness and thoroughness of documentation, and storage and release of records in conformance with confidentiality regulations. Responsible for assuring that relevant facilities meet applicable health and safety standards.

6.Provides overall management of all Treatment Center staff (See Supervisory Responsibilities below.)

7.Develops marketing strategy and oversees its implementation. Represents the Treatment Center services within the agency's service continuum, in the community and to external customers.

Manages all program managers and coordinators of medical, clinical, and support services. Responsible for the overall direction, coordination, and evaluation of these units.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Responsible for managing the program budget of approximately $5 Million annually. In addition, works within approved budget; develops and implements cost saving measures.

Qualifications:

  • Master's degree in social work, counseling, health care management or other relevant degree

  • Minimum of 3 years supervisory experience required.

  • Licensed candidates preferred.

Experienced master's level clinicians, psychiatrists, family partners, certified peer specialists, advanced practice nurses, registered nurses, and mental health workers make up the team. Services are delivered in the community (e.g., homes, schools), at the urgent care centers, and, if necessary to address medical or safety concerns, in emergency departments. The Clinical Director will act as a key member of the BMC Emergency Services Leadership team, providing clinical oversight and administrative support to the Emergency Services programs serving the Fall River area. This position will be sited in Fall River, with some travel between Fall River and Boston expected. The Clinical Director will work closely with our partner agencies providing components of the emergency services response, as well as acting as a liaison with community stakeholders. Education: * Must be an Independently Licensed Clinical (LICSW) or Licensed Mental Health Counselor (LMHC) Essential Responsibilities/Duties: * Manages clinical operations for youth for the Fall River Emergency Services Program; provides teaching and supervision to staff clinicians and trainees; acts as liaison with internal and external entities; engages in mental health advocacy activities. Clinical Duties: * Works collaboratively with the BMC Emergency Services Program Senior Leadership team to create and manage a seamless system mental health services * Works collaboratively with mobile teams, and CCS programs to ensure clinically appropriate and timely response to requests for crisis intervention for all ages * Engages in ongoing collaboration and communication with the Call Center Administrator; provides guidance and assistance to Call Center clinicians on relevant matters when needed * Has 24/7 on-call responsibilities in rotation with the ESP Assistant Clinical Director * Works collaboratively with BMC leadership to create seamless coordination between emergency, crisis stabilization, urgent care, outpatient, and consultation services in child psychiatry * Together with the BMC Emergency Services Senior Leadership team, functions as a key clinical liaison with Massachusetts Behavioral Health Partnership, Division of Medical Assistance, Department of Mental Health, Department of Children and Families, Department of Youth Services, and other state and city agencies. * Communicates the vision, mission, and strategic goals of the program * Assists in maintaining an up-to-date listing of and liaison with mental health service providers, including hospitals, family stabilization teams, outpatient facilities, residential facilities and shelters * Maintains an up-to-date listing of and liaison with social service resources for families * Collaborates with the BMC Emergency Services Senior Leadership team to develop policies and procedures for outpatient mental health services and to facilitate adherence to policies and procedures among clinical staff * Facilitates compliance with all regulatory imperatives, including Joint Commission, hospital, and professional Management and Administrative duties: * Together with the BMC Emergency Services Senior Leadership team, develops and implements quality initiatives, including staff training, medical record audits, monitoring/reporting of significant clinical events, monitoring/recording patient/family satisfaction, and monitoring/recording satisfaction of referral sources. * Provides orientation to trainees regarding program policies and procedures * Provides clinical supervision to master's level trainees and unlicensed masters level clinicians as assigned. Requirements Level of knowledge equivalent to Master's degree in Psychology, Social Work, Nursing or in Counseling. Requires current Massachusetts Registration.
