Overview

Plans, directs, and coordinates activities of designated technical programs including program direction, primary customer interface, technical direction, pricing and program controls to ensure that goals or objectives of program are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through subordinates.

Major Position Responsibilities

  • Plans and develops methods and procedures for executing programs. Directs and coordinates program activities, technical direction, pricing and exercises control over personnel responsible for specific functions or phases of assigned programs.

  • Works with Business Development to identify future business opportunities appropriate for company pursuit.

  • Acts as the focal point in providing cradle-to-grave financial information on the program.

  • Acts as proposal manager for capturing major business opportunities, or provides direct supervision for subordinate proposal manager.

  • Resolves any issues escalated through the Program Managers.

  • Responsible for the employment, training, motivation and discipline of assigned employees.

  • Leads the review of program proposals or plans to determine time frame, funding limitations, procedures for accomplishing program, staffing requirements, and allotment of available resources to various phases of program.

  • Develops reports and records of activities to ensure progress is being accomplished toward specific program objectives and modifies or changes methodology as required to redirect activities and attain objectives.

  • Establishes work plan and selects staffing for each phase of program and arranges for recruitment or assignment of program personnel by identifying the most qualified individuals for assignments on specific projects.

  • Confers with Program Manager and Program staff to outline work plan and to assign duties, responsibilities and scope of authority.

  • Directs and coordinates activities of program personnel to ensure program progresses on schedule and within prescribed budget without safety incidents.

  • Reviews status reports prepared by program personnel and modifies schedules or plans as required.

  • Prepares program reports for management, client or others.

  • Coordinates program activities with activities of government regulatory or other governmental agencies.

  • Acts as focal point in providing project financial information on the program and as the primary customer interface, technical direction, pricing, and program controls liaison.

An individual should have knowledge of Microsoft Office Suite and Program Management software. Directly supervises three employees in the Program Management. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Strong computer skills, administrative data control, scheduling and team interface. Strong written and verbal communication skills and teamwork. Looks for ways to improve and promote quality. Manages competing demands while meeting commitments. Works within the highest level of integrity, ethics and safety. Operates under limited direction and exercises independent judgment. Ability to travel, including possible international travel, is required.

Bachelor's degree Program Management, Engineering Business from four-year college or university. Master's degree in Program Management, Engineering, Business preferred. Minimum of 12 years of related experience in related areas with at least 5 years of functional or program management and 5 years supervisory experience, and/or training; or equivalent combination of education and experience.
