The Corporate Supply Chain Department is seeking a dynamic and talented Program Director-Purchased Services and Laboratory.

Under the direction of the Senior Director of Sourcing and Contracting, The Program Director serves as the strategic leader for the prudent sourcing and contracting of all purchased services and laboratory categories managing $250 million in annual spend across 392 facilities. Investigates alternatives; reviews cost effectiveness; solicits bids and negotiates with vendors. Leads typically high spend/high impact categories initiatives that span the corporation's Acute Care, Behavioral Health, Physician Practices, and Free-Standing Emergency facility entities. Reviews the terms and conditions of local facility contracts to ensure compliance with UHS Legal specifications and to ensure they are most favorable to the facility and UHS. Collaborates with UHS facilities and Corporate Operations teams on the development and execution of local contracts, participating early in the process to reduce duplication of effort and renegotiation. . Requires a skill set that includes both technical contracting expertise and strong service excellence acumen. Communicates frequently with Executive Management at both Corporate and Facility Levels.

Key Responsibilities include:

  • Leads the investigation of opportunities for lowering non-labor expenses through the development of contracts within the area of purchased services and laboratory across UHS and, in some situations, in local facility markets.

  • Analyzes contracts to determine most advantageous participation and commitment of facilities.

  • Develops presentations, work plans, timelines, and milestones. Assumes responsibility for measuring, tracking, monitoring, and reporting initiatives.

  • Develops status updates to present to Executive Management.

  • Leads the bid process per policy and procedure including formal bids and quotes. Writes and issues RFPs.

  • Analyzes bid responses to determine most prudent, cost-effective contract.

  • Insures timely bid analysis and the timely development of the contract.

  • Negotiates with vendors for price, terms and conditions.

  • Develops and manages strategic relationships with vendor community.

  • Manages contracts, including implementation of services, training, supplies and supplier support.

  • Manages contracted vendors performance and accountability for meeting continuous improvement in quality and cost savings.

  • Works with GPO, supply partners, and UHS Hospital: C-Suite, Laboratory Directors, and Supply Chain Directors to ensure contract participation and maximize value achieved in contract implementation.

  • Maintains a high level of purchased service and laboratory knowledge applicable to the UHS facilities.

  • Practices Service Excellence Standards in all job related functions and activities.

  • Takes a sense of personal responsibility.

  • Is efficient and effective. Makes communication more effective.

  • Develops service recovery skills.

Job Requirements

Position Requirements:

  • 8-10 years' experience required with at least 5 years in a complex for profit IDN.

  • Experience in hospital operations or laboratory is preferred.

  • Ability to build strong working relationships.

  • Strong leadership presence to evaluate business opportunities, major contracts, and relationships.

  • Requires strong communication, analytical and problem-solving skills.

  • Ability to lead large scale projects requiring significant interaction and communication with executives throughout the organization.

  • Broad knowledge of state of the art sourcing and contracting initiatives.

  • Projects a positive attitude.

Travel Requirements:
25 50% domestic US travel (depending on projects).
