The Opportunity

WSDOT is currently seeking a Transportation Engineer 4 to support the Program Development and Delivery team in the Olympic Region (OR) and manage the biennial scoping, grant applications, and budget development for the OR Highway Construction Program. This include supervising the work of the Program Development group. The Transportation Engineer 4 directly supports the department's goals of sustaining credibility by maintaining and reporting accurate information in the Capital Program Management System (CPMS) which is used to communicate to the Legislature the transportation system presentation and improvement needs, estimated costs, and schedules to complete.

What to Expect

Among the varied range of responsibilities held within this role, the Program Development Supervisor will:

  • Work with OR Project Development, Project Engineer's Office, and Headquarters staff to coordinate and gather the project information needed to develop new projects including estimates, schedule, and scope; work with CPDM for the approval of project summaries.

  • Coordinate with Project Development to assign and direct the work.

  • Apply engineering principles, methods, and practices to ensure accuracy of project summaries; identify changes that maximize the effectiveness of the region's scoping program.

  • Develop professional, collaborative relationships with CPDM, Region Mats Lab, Region Traffic & Operations, Region Maintenance, HQ Bridge Office, HQ Geotech Office, Office Support Engineers in Program Management, and Region Project Managers, to identify Region program needs and to implement approved program solutions and revisions.

  • Lead development of planning level estimates by providing high-level estimates for each project phase including preliminary engineer, right of way, and construction estimates, and spending plans for projects proposed for programming.

  • Plan, prioritize, assign, and review the work of assigned staff; ensure staff perform assigned job duties timely, accurately, and within established guidelines and communicated expectations.

Qualifications

To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Transportation Engineer 3, Bridge Engineer 3, Transportation Planning Specialist 3 or equivalent.

  • Demonstrated leadership competencies to lead and supervise a diverse workforce; across boundaries; build and maintain effective teams; coach, mentor, and train; and encourage employee engagement.

  • Experience in Project Development and/or Construction environment.

  • Skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.

  • Skills to manage and deliver multiple projects involving a variety of resources, support groups, and other agencies.

  • Proven skills to examine, develop, and propose alternate solutions to complex elements of a project.

  • Proven skills to plan, schedule, and track the activities of tasks.

  • Experience in independently prioritizing workload and handling multiple assignments.

  • Knowledge and understanding of engineering principles, methods, and practices.

It is preferred that qualified candidates also have:

  • Knowledge of methods and practices associated with delivering WSDOT's Highway Construction Program.

  • Knowledge of WSDOT's Program Management Manual.

  • Proficiency in working with the Capital System, the Work Order Authorization system, Transportation Executive Information System (TEIS), Transportation Reporting and Accounting Information System (TRAINS), and the biennial budget building process.

  • In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2024.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
