Northrop Grumman Aerospace Systems has an opening for a Program Cost Analyst 4 to join our team of qualified, diverse individuals. This position will be located in El Segundo, CA.

Responsibilities will include, but are not limited to:

  • Manage and maintain monthly cost and schedule performance measurement processes.

  • Incorporate contractual changes into program baseline in a timely manner

  • Perform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.

  • Perform analytical research utilizing the appropriate accounting systems to validate cost reporting and funding requirements and perform independent Estimate-at-complete (EAC) analysis.

  • Interface with program and functional management to provide support and analysis to meet program requirements.

  • Participate in knowledge transfer and best practices sharing with peers.

  • Support the program on compliance and processes & procedures.

  • Provide expertise & ensure appropriate training in the areas of Earned Value, EAC development, baseline schedules, and cost & schedule risk management.

  • Ensure adequacy of processes through validations and reviews and monitoring process metrics.

  • Support and lead internal and external audits

The successful candidate will possess the following:

  • Ability to maintain and update cost control systems.

  • Ability to analyze data, evaluate alternatives, provide recommendations, and implement solutions to program and senior management teams.

  • Establish effective working relationships and communicate effectively

  • Ability to multitask within a dynamic environment is critical.

  • Must be able to work within rapidly changing business environment and make critical decisions that are based upon sound financial principles.

  • Good analytical and problem solving skills, clear verbal and writing abilities, task flexibility, sensitivity to customer's needs.

  • Ability to work in process driven environment and communicate requirements across diverse program team

Basic Qualifications:

  • A Bachelor Degree with 10 years of work experience working with cost, pricing, budgeting, forecasting and financial data; OR a Master's Degree with 8 year work experience working with cost, pricing, budgeting, forecasting and financial data

  • Exposure with conducting analysis with budgets and forecasting using EVMS

  • Proficiency in Excel

Preferred Qualifications:

  • Background working with the ANSI/EIA-748 32 Guideline Criteria

  • Prior experience working for a defense contractor, military, or production operations environment

  • Experience in Cost Accounting, Financial Analysis and Earned Value Management

  • Familiarity with trend analysis and report preparation

  • An understanding of the following systems or software: Micro-Frame Program Manager (MPM) (or similar project management software), wInsight, SAP, Business Warehouse (BW)

As a member of the Advanced Early Warning Reconnaissance Systems (AEWRS) Finance Team, the finance manager will provide financial leadership to programs within the expanding Advanced Surveillance and Reconnaissance Systems (ASRS) product line. The ASRS product line consists of multiple Earned Value DFARS clause programs, each with varying contract geometry (CPIF, FPIF, and FFP) types, and lifecycle (development and production) changes. This first level manager will develop financial strategies through critical thinking and problem solving, and suggest recommendations to an evolving organization that is providing next generation solutions for both domestic and international applications. The position requires a thorough knowledge of Raytheon policies pertaining to the 10255 EVM Process Description. This includes facilitating successful deployment of the EVMS toolset including SAP EV and PMX and accountability and engagement in program performance reviews and analyzing EACs including risk and opportunity management. The finance manager will work directly with external customers, developing front-end of the business analysis and presentations and consequently participating in negotiations. The successful candidate will need the skills of influence and persuasion to focus business results in a cost vs. benefit or risk vs. benefit framework, financially and operationally through shaping of decision making and coaching across the matrix. Responsibilities: * Manage a team of 2-4 financial analysts through daily guidance and coaching, regular reviews of work products, performance development, and work prioritization * Financial planning and analysis (FP&A) responsibility as it relates to bookings, sales, profit, and cash, including planning of and tracking to the annual operating plan and five year financial plan * Support negotiation of cost reimbursable and fixed price contracts with fee arrangements that are a result of the Department of Defense's Better Buying Power 3.0, including cost plus incentive fee, and/or fixed price incentive fee with performance based payments, as applicable * Analyze and review EAC data, Earned Value metrics, and variance explanations for all program labor and non-labor cost elements including Supply Chain and Operations * Analyze and review monthly and quarterly external reports such as Integrated Program Management Reports (IPMR) Formats 1 – 7, Contract Funds Status Reports (CFSR), and Contractor Cost Data Reports (CCDR) * Ability to drive change and influence beyond authority program and product line leadership, promoting financial recommendations and cost reduction opportunities to ensure program performance and customer satisfaction * Understand AEWRS financial challenges and goals, and associated fiduciary responsibilities to the greater Raytheon enterprise to successfully promote financial analysis and recommendations Required Skills: * Minimum of 6 years of related experience * Must be a U.S. Citizen * Proficient with APEX, PRISM, and related financial systems, SAP, BPS, and MS Project * External Earned Value Management Reporting (i.e., IPMR formats 1-7, CFSR, CCDR, etc.) experience * Strong analytical, problem solving and decision-making skills * Ability to work independently in a fast-paced, changing environment with various functional disciplines, e.g., Contracts, Engineering, Operations and Supply Chain Management (SCM) * Ability to shape discussions that require a fiduciary responsibility and an openness to generating optimum solutions and act as the voice of finance within regulatory boundaries * Manufacturing and SCM process knowledge * Good organizational skills in leading/coordinating/influencing personnel toward common finance goals by setting priorities and working to deadlines and commitments * Excellent communication skills (written and oral) to support the preparation and presentation of written briefs and summaries for internal/external dissemination * Proficient use of MS Excel, Word, and PowerPoint * Occasional travel to customer and supplier sites * U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date. * U.S. Citizenship status is required as this position will require the ability to access US only data systems.
