Job Description: The purpose of this position is to facilitate high quality, child-centered, family focused , cos t effective, community based services to at-risk youth an their families within a local government structure as organized under the Comprehensive Services Act (CSA). This individual serves as manager of the system process to create improved outcomes for children and families. The Program Coordinator will develop meaningful, measurable outcomes to provide feedback to the Community Policy Management Team (CPMT) and the Family Assessment Planning Team (FAPT) and other interested local parties on the operation of the CSA program.

Minimum Qualifications: Working knowledge of the human services system with specialized knowledge of at least one program area related to the Comprehensive Services Act (e.g., foster care, juvenile justice, local government, families); program practices, techniques, and methods; project management processes and techniques; local service agencies and organizations and departmental programs and activities; program management and development; laws, regulations, policies and standards related to the program; program goals and objectives; program terminology, principle s and methods utilizes in the program; and human behavior.

Knowledge regarding children's services system of care philosophy and values. Skill in organizational and time management and in operating a computer to enter, retrieve or modify data; and the use of word processing, spreadsheet, database, desktop publishing, e-mail, Internet, or other computer programs.

Demonstrated ability to develop establish and maintain effective working relationships in a diversity of roles such as families, colleagues, agencies, vendors, consultants and state and local government officials; effectively communicate verbally and in writing; provide accurate technical assistance and guidance to internal and external customers on policy and procedures; maintain detailed confidential and fiscal information in a secure and organized manner; collect, analyze, organize and report data; develop meaningful, measurable outcomes to provide feedback to the Community Policy Management Team (CPMT) and the Family Assessment Planning Team (FAPT) and other interested local parties on the operation of the CSA program; think critically and creatively to resolve problems in the service delivery system; research, locate and develop additional services to meet identified needs of at-risk youth and their families; plan, organize, facilitate and/or deliver both routine and specialized training; and work successfully independently and as a team member; manage multiple tasks and prioritize workload.

Comprehensive knowledge of community resources and services available to at-risk youth and their families.

Preferred Qualifications: Proficient in the use of Microsoft Word, Power Point, and Excel.

Experience with the Comprehensive Services Act (CSA) highly desired. Knowledge of government structure, operations and regulatory functions.

Demonstrated skills and abilities in providing leadership in a team environment with excellent interpersonal skills demonstrating respect for others.

Bachelor's degree from an accredited college or university in human services, public administration, business management or related field with some experience in human services, public administration, business management, education or related field or any equivalent combination of training and experience which provides the required knowledge, skills and abilities preferred.

Special Requirements: Applicants will be subject to Criminal History Background search, Central Registry search, OMV/driving record check, and or pre-employment drug screen.

The investigation may include: fingerprint checks (State Police, FBI) local agency checks, employment verification and references, verification of education (relevant to employment) credit checks (relevant to employment) and other checks requested by the hiring authority. All offers of employment are contingent upon satisfactory results of the required checks and screenings. Must be willing to report for shelter duty during community disasters and/or emergencies. Driving record must meet agency standards.
