Job Responsibilities

Under limited supervision of the Assistant District Maintenance Engineer, manages and performs a wide variety of maintenance activities in the construction, repair, and preservation of roads on the state highway system. Supervises employees in the performance of specialized and complex district-wide maintenance and construction activities, equipment repair and heavy equipment training.

Oversees work of specialized maintenance crews associated with pavement rehabilitation of existing deteriorated roadways through soil-cement stabilization, patching of roadway base and surface failures, and roadway paint striping and pavement markings to ensure optimum productivity and quality, adherence to specifications, structural soundness of repairs, and compliance with safety guidelines. Works with Assistant District Maintenance Engineer to implement management policies and initiatives, and to promote unit teamwork from within. Schedules and coordinates cement deliveries associated with soil-cement stabilization activities.

Manages and prioritizes various program workloads, assigns work activities to specialized crew foremen during seasonal and off-seasonal operational periods, assists in securing necessary resources, and assists with complex projects and problem resolution. Inspects work of crews and makes follow-up inspections as needed. Assists specialized crew foremen with layout, grade shots, and proper techniques to making proper repairs, and technician staff for conformity of applicable sampling and testing procedures.

Provides program guidance and supervises personnel responsible for district-wide employee training associated with specialized and heavy equipment operation. Manages the organization and coordination of class activities and reviews and approves class training plans of the district trainer. Approves county and training staff recommendations for training program class participates.

Supervises and oversees the work of unit mechanics in the repairs to all unit specialized equipment, dump trucks, vehicles, etc., and other related equipment to ensure safe and proper operations for employee and equipment longevity. Ensures compliance with all State and departmental procurement codes for procuring materials, supplies, equipment rentals and equipment repairs. Reviews Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS) data for accuracy, activity accomplishments goals, maintenance cost distributions, and roadway cost summaries.

Monitors inputted daily work reports, equipment utilization, reviews work productivity and quality, prioritizes equipment repairs, procures materials, and rents equipment as needed. Keeps a record of items needed by each crew and supplies them in a timely manner in order for the crews to perform their duties in a safe, efficient, and timely manner. Assists District Maintenance Engineer in maintaining a critical path database with location maps outlining yearly and monthly forecasted and actual completion goals and timelines of work performed by specialized crew operations.

Maintains an active asset list dating roadway improvements by specialized crews. Monitors the preventative maintenance program of equipment to ensure a routine maintenance schedule is followed, and monitors equipment use and wear to prolong equipment life. Periodically conducts equipment safety inspections to ensure that equipment is greased and lubricated, proper coolant and oil (engine and hydraulic) levels are maintained, hoses and belts are inspected for deterioration, tires are properly inflated, and no leakages are present.

Manages assigned crews during emergency or inclement weather shift operations. Coordinates work activities for emergency maintenance activities such as ice and snow removal, and major storm recovery, debris removal and roadway repair operations. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree and one (1) year of relevant program experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel.

This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
