General Description

DEPARTMENTAL PROMOTIONAL ONLY - ONE VACANCY

Under general supervision, performs administrative work in assisting with the planning and implementation of assigned programs to serve and assist citizens of the City of Kenner. Work involves assisting the Director with reports and payroll; verifying proof of identification and income for residents of Kenner; preparing a database of resident's addresses; printing forms and obtaining signatures; advising Stock Clerks what is needed; filing forms to use at a later date; stamping forms to be returned; preparing and submitting payroll; and inventorying food received. Reports to the Director.

Duties of Responsibilities

ESSENTIAL JOB FUNCTIONS

Provides information for the citizens of Kenner in reference to accessibility, housing, advocacy, transportation, laws, legislation which pertains to the needs of disabled persons, support groups and organizations, and other benefits available to persons with disabilities.

Provides on-going monitoring of City owned facilities and programs to insure availability to the handicapped.

Establishes programs to educate the business sector on the needs of the handicapped community.

Provides technical assistance to City officials on requirements of the handicapped.

Coordinates with Second Harvest for food bank deliveries.

Confers with the Director to formulate policies and plan overall operations.

Issues written and oral instructions.

Handles the responsibility for the quality and quantity of work produced.

May assist in performance activities of workers supervised to ensure departmental goals.

Encourages employees on new procedures in day-to-day activities through supervisor's leadership.

Solves problems within the section to keep all job performances at a maximum level.

Maintains harmony among workers; resolves grievances; refers unsettled grievances to the Director of Community Services.

Handles the responsibility for the accuracy of payroll documents forwarded to the Director's Office for processing.

Notifies department concerning need for repairs and maintenance by using proper work order forms.

Learns and follows new procedures implemented by the department.

Provides an account on clients and their households.

Sends appreciation letter to individuals who donate food.

Monitors a temperate log on the cooler.

Prepares end of month report on various items.

Tracks employee annual and sick leave.

Oversees payroll and time cards before submitting to the Director's office for processing.

Notifies department concerning need for repairs and maintenance.

Prioritizes work.

Maintains confidential records and reports.

Receives and/or reviews various records and reports such as client information, inventory of food, employee records, etc.

Prepares and/or processes various records and reports such as payroll, employee files, and evaluations of employees.

Refers to City of Kenner policies, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.

Operates a variety of office equipment and machinery such as typewriter, fax machine, copy machine, calculator, computer, printer, etc.

Uses a variety of tools such as hammer, stapler, standard office tools, etc.; a variety of supplies such as paper, writing instruments, general office supplies, etc.; and a variety of computer software such as Adobe Reader, Microsoft Word, Microsoft Excel, etc.

Interacts and communicates with various groups and individuals such as Director, clients, subordinates, vendors, and the general public.

ADDITIONAL JOB FUNCTIONS

Attends meetings.

Performs various administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, reviewing professional journals, returning telephone calls, attending and conducting meetings, answering the telephone, etc.

Performs related duties as required.

Minimum Qualifications

Current, permanent Civil Service status in an administrative/clerical position in the Department of Citizens Services. Must be bilingual (English/Spanish) and possess a current, valid Louisiana driver's license.

NON-COMPETITIVE - All candidates determined to meet or exceed the minimum qualification requirement will be certified to the department with the current vacancies for possible interview.

HEALTH INSURANCE: Comprehensive medical benefits options are provided through Blue Cross Blue Shield of Louisiana.

Coverage is effective the first of the following month, following full-time employment. Dependent coverage is also available. The City of Kenner also offers voluntary insurance plans: DENTAL, VISION, and SUPPLEMENTAL INSURANCE PLANS (VOLUNTARY LIFE, CANCER, ACCIDENT, CRITICAL ILLNESS, HOSPITAL CONFINEMENT, LONG-TERM DISABILITY and SHORT-TERM DISABILITY).

LIFE INSURANCE: All full-time employees are insured under a Group Life Insurance policy through Prudential Life Insurance Company.

The coverage is one and half times the employee's salary, up to $300,000. The policy also provides a Basic Accidental Death and Dismemberment benefit. The premium cost is covered by the City of Kenner. Coverage is effective the first of the following month, following full time employment.

RETIREMENT SYSTEM: The City of Kenner's regular full time employees are enrolled with the Municipal Employees Retirement System of Louisiana.

Both the City of Kenner and the employee contribute the required percent to the system. The employee's contributions are kept on account and will be refunded, if the employees leaves employment before they are retirement eligible.

DEFERRED COMPENSATION: The City of Kenner currently participates in a 457 Plan with MassMutual. This is a voluntary investment program that the employees are allowed to participate in at a contribution rate of their choice (must be within the designated maximum and minimum limits, as set for by Plan Document). The City of Kenner does not contribute to the 457 Plan.

HOLIDAYS: Sixteen paid official holidays are observed, plus any other holidays which may be declared by the Mayor.

ANNUAL AND SICK LEAVE: Eligible Kenner employees earn annual leave and sick leave. Accrual of hours will increase based on the number of years of service.

WORKING TEST PERIOD: Upon appointment to a position in the classified service, the employee shall serve a working test period of six (6) months, unless extended.

EAP: The Employee Assistance Program (EAP) is a program which provides a professional to help employees and their families to resolve problems. This service is 24 hrs. / 7 days per week, voluntary participation and confidential.

Kenner reserves the right to at any time and from time to time to modify or amend, in whole or in part, any or all of the provisions of the benefit package.
