This position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau, Human Resources Management Division (HRMD). The Program Coordinator position is crucial for ensuring compliance with Title II of the American Disability Act (ADA) and managing workers' compensation appeals. The incumbent will play a key role in addressing ADA grievances, evaluating accommodation requests, and reviewing appealed workers' compensation cases.

The incumbent will be responsible for the following:

ADA Coordination:

  • Serves as the primary point of contact for all agency ADA-related requests and claims, it is the responsibility of this role to prioritize accommodation requests and ensure prompt and fair resolution of any accommodation complaints or inquiries from MPD members. Additionally, this role is responsible for maintaining a record of all disability and accommodation requests, along with their respective issues and resolutions.

  • Ensures timely processing of workers' compensation claims and ADA requests. Evaluates accident reports to determine accuracy and completeness.

  • Develops and implements policies and procedures for ADA compliance. Stay updated on ADA regulations and coordinate with external agencies on ADA-related issues.

  • Identify ADA compliance and accessibility concerns and provide solutions for any concerns that may arise.

  • Conducts audits of accessibility and bureau/public accommodations.

  • Ensures confidentiality of employee records is fully maintained and that all medical standards and protocols are followed.

  • Ensures accuracy and completeness of electronic and physical records through creation and maintenance of tracking systems.

  • Collaborates with department heads and stakeholders to integrate ADA requirements into operations.

  • Coordinates, tracks and reports on ongoing grievances and accommodations for the department related to Title II of the ADA.

  • Gathers and manages workforce disability baseline data while working collaboratively with partners to elevate the needs of the workforce related to disability inclusion and accessibility.

  • Creates and implements ADA training in collaboration with the Equal Opportunity Compliance and Oversight Program's Office of Diversity, Equity, and Inclusion (EOCOP's ODEI) and the Office of Human Rights (OHR).

Workers' Compensation:

  • Ensures that the Workers' Compensation program is managed in accordance with applicable OSHA and workers' compensation laws.

  • Serves as the primary point of contact for employees regarding workers' compensation claims, providing information on the claims process, benefits, and return-to-work programs.

  • Serves as the liaison between MPD and the Office of Risk Management.

  • Advises and counsels claimants of their rights and remedies where controversies and technical issues occur. Provides guidance to peers and supervisors relative to the protocols of medical claims for illness, injury and stress claims.

  • Conducts in depth reviews of appealed cases and the decisions issued by Medical Services Division (MSD) for factual sufficiency prior to scheduling a hearing; and renders appellate level decisions. Negotiates settlement with claimants and attorneys.

  • Researches and analyzes federal, state, and local laws related to MPD's duty to make its facilities and services accessible to individuals with disabilities. Identifies barriers to accessibility, and recommends remedial action so that MPD's facilities, programs, activities, and services comply with federal and state laws regarding accessibility requirements.

  • Researches the associated job-related illness, injury or stress; thoroughly reviews and evaluates voluminous evidentiary documents (e.g., medical reports, employment evidence, hearing transcripts, exposure information, medical documentation, and other types of documents submitted to support a claim for compensation) from a variety of sources that the MSD used as the basis for its decision; carefully analyzes, cross-checks, and interprets data; and makes report about the adjudication.

  • Routinely weighs evidence and exercises sound administrative judgment on the disposition of a case while clearly articulating factual and legal reasons for recommending payment or denial of a claim. Recommends an appeal decision to either affirm MSD decision, reverse and approve compensation, or remand the case back to MSD for further review and the issuance of a new recommended decision. Follows through on cases according to MPD policy and procedures.

  • Ensures that the Office of the General Counsel is aware of all depositions or hearing dates to maintain compliance with MPD policy and procedures.

  • Performs other related duties as assigned.

Qualifications

  • Demonstrated advanced knowledge of District of Columbia and federal regulations including Section 504, the Americans with Disabilities Act (ADA) and the ADA Amendments Act of 2008.

  • Demonstrated advanced knowledge of the application of the laws, regulations and guidelines of the D.C. Workers' Compensation Act, D.C. Comprehensive Merit Personnel Act, Federal Employees Compensation Act, and Title 4 of the D.C. Code.

  • Comprehensive knowledge of, and skill in selecting, adapting and applying investigative methods and negotiating techniques to conduct interviews; to mediate disputes; to analyze information from records and documentation or from statements; and to provide and access information.

  • Comprehensive knowledge of the medical claims' protocols.

  • Skill necessary to examine claims and organize them into constituent parts; identify issues or problems; develop enough and valid evidence; and render quasi-judicial determinations on complex factual data.

  • Excellent communications skills.

  • Proficiency in MS Office (MS Word, Excel, Access, PowerPoint, Outlook) ability to utilize legal resource sites and software programs.

Education

High School or Equivalent

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level, or its non-District equivalent, gained from public or private sector. Examples of specialized experience for this position include, but are not limited to: experience adjudicating highly complex cases for benefits based on evidence; experience reviewing reconsideration requests or appeals for benefits; experience working in ADA compliance, HR management, and/or employee-based risk management programs; and a solid understanding of the Americans with Disabilities Act (ADA), accommodations and disability inclusivity.

Bachelor's degree or higher in a related field of study is highly preferred.

10+ years of investigative, Workers' Compensation claims or insurance experience is preferred.

Physical Demands

The work is primarily sedentary. The incumbent may be required to carry and lift light items such as books and files weighing no more than 25 lbs.

Work Environment

The work is typically performed in an office setting. However, the incumbent may, from time to time, be required to perform duties outside of the office.
