SAIC is seeking a motivated and dedicated Senior Program Control Analyst to support multiple programs within the Army IT/C5ISR Operation of SAIC's Defense Systems Group. The position will report to the Operation Finance Director.

This position requires proven experience across financial planning and analysis, project planning and control, and variance analysis with a background in Federal procurement. Applicant should be well versed in multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degree of complexities.

Responsibilities include:

Interface with program managers, SAIC's finance, accounting, contracts, subcontracts, and procurement organizations as well as external customers on a daily basis to address operational issues in a timely and effective manner.

Preparation of financial deliverables and internal/external reports to include Annual Operating Plan (AOP), quarterly forecasts, Estimates At Complete (EAC) and Estimates to Complete (ETC);

Participate in the development of budgets (spend plans) for assigned programs and perform financial analysis on funding profiles and program financial variances.

Conducts cost, schedule, and contract performance variance analysis.

Submitting and maintaining purchase requisitions for subcontractors, consultants, and materials; monitoring subcontractor's cost and review/approve of invoices.

Review, track and approve customer invoice back-up documentation.

Review and support Request for Proposals (RFPs), prepare pricing models and cost analysis.

Must be able to multi-task and support program with efficiency and accuracy.

Well versed in the entire life cycle of a program from proposal development through contract close out

Qualifications

Required Education & Experience:

  • Bachelor's Degree in a Finance or Accounting discipline with 5+ years of relevant experience federal government contracting

  • Experience in providing financial tracking and support for the government customer in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting.

  • Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles.

  • Complete understanding of financial analysis such as ROS, ROC, annual operating plans, accounts receivable, Revenue & profit forecasts. As well as an understanding of the preparation of Baseline data, ETC, & EAC development, revenue and margin forecasting, and cost estimation/pricing.

  • Can make decisions using sound judgment while complying with policies, procedures, accounting principles.

  • Ability to balance long-term thinking with short-term execution.

  • Strong organizational and communication skills, the ability to perform effectively within deadlines.

  • Ability to prioritize and work with minimum supervision, be persistent in follow-through.

  • Proficient in MS Office Software (Excel, Word, PowerPoint)

  • The ability to obtain a secret security clearance.

PREFERRED QUALIFICATIONS:

  • Strong knowledge of Costpoint and Cognos

Target salary range: $95,001 - $105,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

VIEW JOBS 4/21/2021 12:00:00 AM 2021-07-20T00:00 Job Description What You'll Get to Do: The Program Control Analyst 2 has overall responsibility for the day to day program finance functions of a program or set of programs to including setup, maintenance, tracking, analysis and reporting of various contract types, size and complexity. This position will work closely with other departments such as program management, contracts, subcontracts, accounts payable, and billing. This position reports to the Division Finance Lead, and will support the Project Manager and the Project Management Team. More About the Role: This position encompasses several duties such as, but not limited to the following: 1) Project Setup/Maintenance a. The PC Analyst 2 will ensure that projects are set up to properly capture costs, recognize revenue, and bill customers. b. It is the responsibility of the PC Analyst 2 to ensure compliance with all applicable policies and procedures with regard to project setup and update project information periodically as needed. 2) Forecast Preparation Primary focus is to ensure Annual Plan and Monthly Forecast submissions are accurately completed by the specified due dates. Review and final submission is completed by the higher level of Finance Management within National Services Finance. 3) Reporting PC Analyst 2 performs routine and non-routine project financial reporting including, but not limited to: Project Profit and Loss Statements, Project Status Reports, Project Management Review (PMR) Reports, 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and various other client-specific reports. 4) Analysis a. This will include reviewing timecards, travel vouchers, subcontractor invoices, funding statements, etc. to verify all entries are compliant with policies and procedures and building complex spreadsheets and "What If" scenarios etc. b. The PC Analyst 2 should be able to review and analyze small price models provided by Pricing Dept. Senior PC Analysts are responsible to review, analyze, and advise PMs on price models provided by Pricing Dept. 5) Ad hoc (other duties as assigned) You'll Bring These Qualifications: * Must be able to build forecast from the ground up including application of wrap rates and correct burdens. * Must be able to build reports and charts based on verbal guidance for various internal and external requirements. * Must build and maintain accurate forecasts for active programs * Must be able to analyze plans, forecasts, actual costs, variances and communicate trends to the program, line, and financial management. * Must be able to prepare adjusting journal entries, reconcile various types of accounts and invoices in a timely manner. * Must be a quick study and highly adaptable problem solver to assist the Project Manager with the ever-changing needs of our clients and act as a backup for other PC Analysts on the team * Typically requires bachelor's degree or equivalent and two to four years of related (technical project support or accounting) experience, and government contracting experience.
