Engility is seeking a Program Control Analyst III with practical knowledge and strong communication skills to join our team of qualified, diverse individuals. This position will be supporting a portfolio of programs within the Space Systems Account. The qualified applicant should be well versed in multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degree of complexities. The position will report to a Program Control Manager and have proven experience across financial planning and analysis, project planning and control, variance analysis, and a background in Federal procurement.

  • Implementation of standard processes, tools and defined program planning and control practices.

  • Preparation of financial internal/external reports to include Annual Operating Plan, Indicated Finals, EACs/ETCs, WBS setup, charging practice determinations, purchase requisitions, monitoring subcontractor costs, review/approve/track invoices, CFSRs, and prepare customer invoice backup documentation.

  • Participates in the preparation of budgets for all contract work and performs and/or assists in financial analysis, such as funding profiles, revenue outlook, and variance analysis. The candidate must be able to multi-task and support multiple complex elements of the project efficiently and effectively.

  • Interface with contract, subcontract, contract accounting, accounts payable, accounts receivable, purchasing organizations, pricing, as well as Program Managers, Corporate Line Management, and external customers.

  • Candidate will ensure compliance with all Engility policies, internal controls, disclosed practices and contractual requirements.

VIEW JOBS 9/20/2018 12:00:00 AM 2018-12-19T00:00 Location: El Segundo California Security Clearance: None / Not Required Raytheon is looking for an experienced Supply Chain Material Program Manager (MPM) Lead in support of multiple programs within the Enabling Technologies and Solutions Franchise located in El Segundo, CA. In this role, you will be responsible for leading a team of MPMs supporting the execution of production and development contracts with exclusive material buys and software development. You also will be responsible for cost, schedule, performance, forecasting, and customer interface for all programs in the Assured Systems portfolio. The program’s material subcontracts are an essential business transaction to ensure all customer flow down requirements are satisfied and fully validated through test. In addition to the execution of existing contracts, the lead MPM will be responsible for all material proposal activity, for new development, follow-on production, and proposals to satisfy the requirements of customer change requests. The MPM Lead will serve as a single Supply Chain point of contact/liaison to the Program Management, Quality, Engineering, Finance, Business Development, and Contracts representatives on the program leadership team. This individual will represent the Supply Chain organization on policies, strategies and objectives. The MPM Lead ensures a strong link between various Supply Chain functions, including Procurement, Subcontracts Management, Supply Chain Operations, Strategic Sourcing, Estimating & Pricing and Receiving & Stores. The Lead Material Program Manager (MPM) is a strong leader with demonstrated project management skills, the ability to lead and mentor direct reports, and must be able to influence other functions in a matrixed environment. The candidate for this position must be a self-starter, capable of developing and executing supply chain strategies, achieving organizational and program objectives, and must be able to successfully interface with all levels of management. The candidate must be adaptable and able to quickly adapt plans to changing goals and requirements in a dynamic environment. Responsibilities will include, but are not limited to: Responsible to the customer and program management to meet all program objectives (technical, cost, schedule) Responsible for robust customer communications and building a robust customer relationship Providing comprehensive Supply Chain support for Gates 0-11 activities and ensures IPDP compliance for the programs and tailoring when applicable. Key activities typically include: financial management (i.e., EV, budgets, targets, working capital, material sales forecasts, etc.) Creating, managing and executing material program strategy (MPS) and the material program plan (MPP) to ensure program competitiveness and performance f Reporting, tracking, and managing of an integrated product team responsible for the delivery of procured material from the suppliers Resolving material shipment and/or data issues with the program office and customer Strong financial skillset including working knowledge of Earned Value Management processes, Financial management skills including Material EAC’s and Material Forecasting Working collaboratively with all other functions to ensure that cost estimates and EACs are accurate, processes are being followed, and staffing is appropriate for execution Facilitating material contract closure activity alongside Contracts and Program Office Establishing priorities across the IPT Overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, Small Business plan development and execution, metrics, international issues, develop/evaluate the MB/MW strategy, the Collaborative Agreement process, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc. Acting as the Control Account Manager (CAM) for all aspects of the material contracts Required Skills: Minimum of 10 years of experience in Supply Chain, Finance, Operations, Project Management, or related work experience Experience leading in an matrix environment Experience with Supplier management Experience in Earned Value Management or related financial management experience Experience interfacing with external customers and all levels of internal management Experience making presentations (verbal and/or written) to key stakeholders Experience with Material Requirements Planning (MRP) and Supply Chain processes Experience with Microsoft Office products (Word, Excel, Power Point) Experience working in the DoD Aerospace & Defense industry Ability to obtain a DoD Secret Security Clearance Efficiently communicates information needed to make timely and effective decisions Coaches and mentors to encourage and accelerate talent growth Demonstrated Strong analytical and prioritization skills U.S. Citizenship status is required as this position will need the ability to access US only data systems.
