Position Summary & Responsibilities

The position (K0104193)
The Kansas Department of Health and Environment has a Program Consultant opening in Topeka. This position will scan all KWPCRF and KPWSLF loan agreements and loan amendments into PWS Perceptive Content and WPC Perceptive Content. Scanning into WPC Perceptive Content requires coordination with the Kansas Environmental Information Management System (KEIMS). Scan all KWPCRF and KPWSLF repayment statements, deposits, and audits into PWS Perceptive Content and WPC Perceptive Content. Reviews both KWPCRF and KPWSLF files for completeness prior to Final Amendment and "close out" of construction portion of project. Consults with KDHE project engineer through the sharing of this review and contacts applicants to discuss submission of additional information. This review requires technical expertise and knowledge of all program laws, rules, regulations, policies, etc. These requirements are Federal, State, and agency initiated. Coordinates forwarding of completed paper files to storage, achieves, and to be destroyed.
This position requires light physical exertion, as paper files are boxed and sent to off-site storage.
Job Responsibilities may include but are not limited to the following:
Prepares loan amendments as requested by the CWSRF and DWSRF Program Managers to increase or decrease loan agreements as required. Prepare amendments, transmittal memo and route slips to obtain appropriate signatures and once signed prepare letters transmitting amendments to loan recipients for execution. Compiles, enters, and analyses KWPCRF/KPWSLF information from various computer data files on personal desktop computer and through the internet including the Federal Reporting Data System (FFATA) and Office of Water State Revolving Funds (OWSRF) as needed for the text and Exhibits to the KWPCRF Annual Report. This duty involves entering raw data into the respective systems and retrieving data to assist in monitoring various EPA/KDHE SRF program requirements. Entering information into the OWSRF requires coordination efforts with two outside agencies in addition to KDHE personnel. This effort requires the research, analysis and breakdown of program costs and the matching action dates prior to entry into the system. During the research of this information the incumbent confers with project engineers and consulting engineers to obtain the most current up to date information, including tracking construction start dates, initiation of operation dates, receipt of construction completion certificate, sending out one year project performance letter and receipt of responses, entering loan funding for category of needs. Provide information and responses as needed and as necessary to Auditors during A-133 federal program audits, annual financial audits, and to EPA staff during annual on-site reviews. Maintain data of required projects to conduct A-133 and financial audits, and acquire Audit Reports as needed.
Monitors & maintains KWPCRF/KPWSLF data regarding repayments by loan recipients. Requires monitoring specified repayment dates including any changes made of such dates pertaining to loan recipients. Coordinate with Dept. of Administration, in timely disbursement of repayment notices, including verifying that figures are correct and statements are accurate. Responsible for logging receipt of repayments, preparing deposit forms, entering deposits into SMART system which are forwarded to the KDHE cashier. Prepare deposit forms timely and accurately and reflect appropriate breakdown of repayment into proper accounts to insure maximum income earnings by loan programs to assure adequate funds are available in proper accounts to make future loans, allow KDFA to draw funds to pay bond indebtedness when due and utilization of a portion of repayment for program administration. Upon return receipt of verification, provide copy to Dept. of Administration. Responsible for contacting loan recipients who are not making repayments in a timely manner to assure loan recipients do not default on their loan agreement. Open mail for Municipal Programs Section to assure timely deposit of loan repayment funds, log into mail tracker and distribute. Attend conferences as a vendor with DWSRF Unit Chief to promote both the KWPCRF and KPWSLF Loan Funds.
Qualifications
Education:
High School, GED
Licensing & Certification:
Valid Driver's License
Minimum Qualifications:
Six months of experience in planning, implementing and monitoring activities relevant to the agency's programs.
Preferred Qualifications:
Word, Excel, PowerPoint, Access.
Proofreading, editing, attention to detail.
Ability to check and correct numbers.
Ability to read financial spreadsheets.
Good organizational skills.
Three years experience and knowledge of accounting principles, general methods and procedures in the area of responsibility and state and federal laws, rules and regulations.
Ability to exercise independent judgment in evaluating situations and making decisions.
Communicate effectively through both oral and written communication.
Training and experience in the use of personal computers, email systems, and standard spreadsheet software for tracking financial transactions.
Ability to create and maintain extensive spreadsheets of financial and programmatic tracking data.
