Job Summary:

Raytheon is looking for a Chief Engineer (CE). The CE is the program's senior engineering leader and is responsible for all engineering implementation including technical, schedule, and cost performance. The CE is also responsible for managing engineering issues related to Risk Identification, Mitigation and Opportunity capture. The CE ensures technical issues are understood, immediately addressed, and technical solutions/corrective actions are expeditiously implemented. The CE is the primary Engineering interface to the program manager, engineering functional leads, and customer technical leads and is responsible for establishing and managing a product vision, strategy, and goals to align the Program with the Customer requirements and facilitate conflict resolution. This role will also be responsible for the development and ownership of complex, multi-year development and production service subcontracts requiring ongoing oversight and administration of specifications, statements of work (SOW), and terms and conditions. The effective candidate must be able to identify a qualified supply source selection, prepare bid packages, analyze, and evaluate proposals, perform price/cost analysis, negotiate subcontracting pricing and provisions, perform supplier assessments and best value criteria, prepare/issue subcontracts and summaries of award (SOAs), identify and manage supplier risks and administer resulting subcontracts. This role will interface heavily with subcontractors' cross-functional teams and their lower tier suppliers to ensure subcontractors provide on-time delivery of compliant product/service at or below program budget.

Responsibilities to Anticipate:

  • Lead all engineering activities that support the Technical Baseline

  • Ensure base program and task order deliveries are staffed with appropriate engineering skillsets

  • Address engineering personnel conflicts with program management, engineering leadership, and human resources; make staffing changes when necessary

  • Review and communicate staffing demand for the base program, task order deliveries, in anticipation program modifications

  • Develop and maintain a Chief Engineer succession plan; mentors potential successors

  • Manage large competitive pursuits and on-contract program growth

  • Determine the qualified source selection, prepare bid packages, analyze, evaluate proposals, perform price/cost analysis, negotiate pricing and provisions, perform supplier assessments and best value criteria

  • Prepare/Issue subcontracts and summaries of award (SOAs) for fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders

  • Perform risk assessment, identify potential risks and impacts, and develop mitigation plans

  • Assist in subcontractor forecast/sales development, management of financial obligations and mitigating cost overruns, schedule, technical and quality requirements

  • Develop and maintain excellent business relationships with the subcontractors.

  • Manage administrative tasks including the coordination and support of milestone payment, performance-based payment, invoice review, and ongoing communication with the subtractors and program teams

Basic Requirements:

Requires broad management and leadership knowledge to lead project teams.

Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience

Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations.

TS/SCI Clearance

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
