Collins Aerospace Protected Communications Systems (PCS) Program Chief Engineer (PCE) team leading engineering program and proposal teams to successfully execute programs and prepare responsive proposals aimed at making the world a safer place. We are seeking an experienced Program Chief Engineer (PCE) to join and expand our distinguished team to develop state-of-the-art communications systems. The PCE has primary accountability for meeting technical requirements and scope for the program, including engineering costs and schedule commitments, and serves as the primary technical execution interface. The PCE is the single Engineering point of contact accountable for leading all Engineering activities on the program.

This position is eligible for relocation assistance.

Responsibilities to Anticipate:

  • Ensure overall Engineering execution within the program, having decision authority over Engineering activities

  • Conduct Engineering Bid Reviews (EBRs) and Engineering Program Reviews (EPRs) at authorized levels

  • Support Program Management Reviews (PMRs) for all Engineering matters

  • Manage overall budget and schedule for program Engineering tasks, working closely with the engineering discipline organizations to review program execution on a periodic basis to ensure meeting schedule and cost

  • Develop executable Estimates at Completion (EAC) for the program in collaboration with the responsible Engineering Cost Account Managers

  • Ensure staffing forecasts are accurate and up to date, and work with Engineering discipline organizations to ensure appropriate staffing is assigned - local, distributed and/or supplier

  • Provide oversight and review all program metrics for engineering, ensuring application of Technical Performance Measures (TPMs) across the program as a means for measuring technical progress and assessing risk

  • Oversee and manage engineering Risks and Opportunities across the program, leveraging the enterprise to mitigate key risks and capture opportunities

  • Ensure effective engineering management of suppliers in accordance with subcontractor statement of work, requirements specifications, and engineering processes

  • Identify and exploit synergies across programs and across the Enterprise

  • Provide accurate and timely status reports to Program and Engineering organizations

Qualifications/Experience Needed:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Experience as a Technical Program Manager, Program Engineer, Project Engineer, Technical Subcontract Manager, or Integrated Product Team (IPT) Lead

  • Working knowledge of multiple engineering disciplines with a strong focus on communications systems development

  • Working knowledge of Earned Value Management System (EVMS)

  • Experience in all phases of development program lifecycle

  • Experience in Risk and Opportunity management

  • Demonstrated ability to interact effectively with multidisciplinary teams of system design professionals including systems, electrical, mechanical, software, and logistics engineers

  • Active TOP SECRET Security Clearance or higher REQUIRED

Security Clearance:

  • Active and transferable U.S. government issued security clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.

Preferred Qualifications:

  • Experience with agile and, or DevSecOps development methodologies

  • Demonstrated ability to lead a development team through transition to production

  • Experience developing satellite communications systems

Employee Referral Eligible

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
